Section 22-2-8.3 NMSA 1978 (being Laws 1986, | 0018| Chapter 33, Section 4, as amended) is amended to read: | 0019| "22-2-8.3. SUBJECT AREAS--MINIMUM INSTRUCTIONAL AREAS | 0020| REQUIRED--ACCREDITATION.-- | 0021| A. The state board shall require instruction in | 0022| specific subject areas as provided in Subsections B through F | 0023| of this section. Any public school or school district failing | 0024| to meet these minimum requirements shall not be accredited by | 0025| the state board. | 0001| B. All first and second grade classes shall provide | 0002| daily instruction in language arts skills, including phonics, | 0003| and mathematics. | 0004| C. All third grade classes shall provide daily | 0005| instruction in language arts skills and mathematics. | 0006| D. All fourth, fifth and sixth grade classes shall | 0007| provide instruction in language arts skills, with an emphasis | 0008| on writing and editing; mathematics; science; and social | 0009| studies, including geography. The following subject areas | 0010| shall be offered in the remaining instructional time: art; | 0011| music; physical education; health; and computer literacy, | 0012| including a general familiarization with computers and support | 0013| in the areas of mathematics and writing through word | 0014| processing. | 0015| E. All seventh grade classes shall provide | 0016| instruction in English, with an emphasis on grammar and | 0017| writing; communication skills or science; New Mexico history | 0018| and geography; mathematics; and physical fitness. Remaining | 0019| instructional time may be used for electives listed in | 0020| Subsection G of this section. | 0021| F. All eighth grade classes shall provide | 0022| instruction in English, mathematics, United States history and | 0023| science. Remaining instructional time may be used for | 0024| electives listed in Subsection G of this section. | 0025| G. The electives authorized in Subsections E and F | 0001| of this section are art, industrial arts, chorus, band, home | 0002| economics, typing, creative writing, speech, drama, Spanish, | 0003| computer literacy, sign language and other electives approved | 0004| by the state board. | 0005| H. On page 3, lines 3 and 4, strike Subsection H in its | 0002| entirety and insert in lieu thereof the following new section: | 0003| | 0004| "Section 2. Section 22-2-8.4 NMSA 1978 (being Laws 1986, | 0005| Chapter 33, Section 5, as amended by Laws 1995, Chapter 174, | 0006| Section 1 and also by Laws 1995, Chapter 180, Section 1) is | 0007| amended to read: | 0008| | 0009| "22-2-8.4. GRADUATION REQUIREMENTS.-- | 0010| | 0011| A. At the end of the eighth grade or during the ninth | 0012| grade, each student shall prepare an individual program of study | 0013| for grades nine through twelve. The program of study shall be | 0014| signed by a student's parent or guardian. | 0015| | 0016| B. Beginning with students entering the ninth grade in | 0017| the 1986-87 school year, successful completion of a minimum of | 0018| twenty-three units shall be required for graduation. These units | 0019| shall be as follows: | 0020| | 0021| (1) four units in English, with major emphasis on | 0022| grammar and literature; | 0023| | 0024| (2) three units in mathematics; | 0025| | 0001| (3) two units in science, one of which shall have | 0002| a laboratory component; | 0003| | 0004| | 0005| | 0006| | 0007| | 0008| (4) three units in social science, which shall | 0009| include United States history and geography, world history and | 0010| geography, and government and economics; | 0011| | 0012| (5) one unit in physical fitness; | 0013| | 0014| (6) one unit in communication skills, with major | 0015| emphasis on writing and speaking, which may include a language | 0016| other than English; and | 0017| | 0018| (7) nine elective units. Only the following | 0019| elective units shall be counted toward meeting the requirements | 0020| for graduation: fine arts, i.e., music, band, chorus and art; | 0021| practical arts; physical education; languages other than English; | 0022| speech; drama; vocational education; mathematics; science; | 0023| English; R.O.T.C.; social science; computer science; health | 0024| education; American sign language; and other electives approved | 0025| by the state board. | 0001| | 0002| With the approval of the local school board, participation | 0003| on an athletic team or in an athletic sport during the school day | 0004| may count toward fulfillment of the physical education required | 0005| unit. | 0006| | 0007| C. Final examinations shall be administered to all | 0008| students in all classes offered for credit. | 0009| | 0010| D. Beginning with students entering the ninth grade in | 0011| the 1986-87 school year, no student shall receive a high school | 0012| diploma who has not passed a state competency examination in the | 0013| subject areas of reading, English, math, science and social | 0014| science. Beginning with the 1996-97 school year, the state | 0015| competency examinations on social science shall include a section | 0016| on the constitution of the United States and the constitution of | 0017| New Mexico. If a student exits from the school system at the | 0018| end of grade twelve without having passed a state competency | 0019| examination, he shall receive an appropriate state certificate | 0020| indicating the number of credits earned and the grade completed. | 0021| If within five years after a student exits from the school system | 0022| he takes and passes the state competency examination, he may | 0023| receive a high school diploma. | 0024| | 0025| | 0001| | 0002| | 0003| | 0004| E.
