                 SENATE BILL 891, as amended
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  Strike Senate Conservation Committee Amendments 3 and 4.
  
       2.  On page 6, line 8, after "producer" insert ", provided the
  costs do not exceed the equivalent costs of conventional control
  methods".
