0011|     RELATING TO CAPITAL EXPENDITURES; CHANGING THE PURPOSE OF

0012|     SEVERANCE TAX BOND AND GENERAL FUND APPROPRIATIONS FOR LEA

0013|     COUNTY; MAKING APPROPRIATIONS; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  GENERAL FUND--DEPARTMENT OF FINANCE AND
    |
0017|     ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
    |
0018|     of the general fund appropriation made to the local government
    |
0019|     division of the department of finance and administration
    |
0020|     pursuant to Subsection NNNNNN of Section 24 of Chapter 222 of
    |
0021|     Laws 1995 for the purpose of designing, constructing and
    |
0022|     equipping an approximately one thousand five hundred square
    |
0023|     foot building for the Tatum magistrate court and, if money
    |
0024|     remains, for completing construction of a building for the
    |
0025|     Tatum police department located in Lea county, shall not be
    |
0001|     expended for its original purpose but is appropriated to the
    |
0002|     local government division to plan, design, construct and equip
    |
0003|     a new building and remodel an existing building for
    |
0004|     multipurpose use in Lea county.
    |
0005|          Section 2.  SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND
    |
0006|     ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
    |
0007|     of the proceeds from the severance tax bond appropriation made
    |
0008|     pursuant to Subsection Z of Section 14 of Chapter 367 of Laws
    |
0009|     1993 for the purpose of planning, designing and constructing a
    |
0010|     state police headquarters in Hobbs located in Lea county and
    |
0011|     reauthorized and appropriated pursuant to Laws 1996, Chapter
    |
0012|     14, Section 40; Paragraph (13) of Subsection A of Section 13 of
    |
0013|     Chapter 14 of Laws 1996; and Paragraph (2) of Subsection A of
    |
0014|     Section 39 of Chapter 14 of Laws 1996 to the local government
    |
0015|     division of the department of finance and administration to
    |
0016|     design, remodel and furnish an existing county building for two
    |
0017|     magistrate court facilities and a state police facility located
    |
0018|     in Lea county shall not be expended for those purposes but is
    |
0019|     reauthorized and appropriated to the local government division
    |
0020|     to plan, design, construct and equip a new building and remodel
    |
0021|     an existing building for multipurpose use in Lea county.    
    |
0022|          Section 3.  EMERGENCY.--It is necessary for the public
    |
0023|     peace, health and safety that this act take effect immediately.
