      1.  On page 2, line 6, strike "and".
  
      2.  On page 2, line 8, strike the period and quotation mark and
  insert in lieu thereof a semicolon.
  
      3.  On page 2, between lines 8 and 9, insert the following:
  
          "E.  the radio communications bureau has submitted to the
  legislative finance committee a detailed plan for the use of excess
  capacity being leased and an assessment of how the lease will affect
  public sector uses; and
  
          F.  income from the leases shall be deposited to the credit
  of the radio communications bureau and used to carry out the duties
