0012|     RELATING TO THE PUBLIC PEACE, HEALTH, SAFETY AND WELFARE;

0013|     AUTHORIZING THE ISSUANCE OF SEVERANCE TAX BONDS FOR PURCHASE OF
    |
0014|     EQUIPMENT AND SERVICES FOR A HOUSE ARREST PROGRAM FOR JUVENILES
    |
0015|     IN SANTA FE COUNTY; MAKING AN APPROPRIATION; DECLARING AN
    |
0016|     EMERGENCY.

0018|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0019|          Section 1.  SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED-
    |
0020|     -APPROPRIATION OF PROCEEDS.--The state board of finance may
    |
0021|     issue and sell severance tax bonds in compliance with the
    |
0022|     Severance Tax Bonding Act in an amount not exceeding three
    |
0023|     hundred thousand dollars ($300,000) when the local government
    |
0024|     division of the department of finance and administration
    |
0025|     certifies the need for the issuance of the bonds.  The state
    |
0001|     board of finance shall schedule the issuance and sale of the
    |
0002|     bonds in the most expeditious and economical manner possible
    |
0003|     upon a finding by the board that the project has been developed
    |
0004|     sufficiently to justify the issuance and that the project can
    |
0005|     proceed to contract within a reasonable time.  The state board
    |
0006|     of finance shall further take the appropriate steps necessary
    |
0007|     to comply with the Internal Revenue Code of 1986, as amended. 
    |
0008|     The proceeds from the sale of the bonds are appropriated to the
    |
0009|     local government division of the department of finance
    |
0010|     administration for the purpose of purchasing electronic
    |
0011|     monitoring equipment and wraparound services for a house arrest
    |
0012|     program for juvenile offenders in Santa Fe county.  Any
    |
0013|     unexpended or unencumbered balance remaining at the end of
    |
0014|     fiscal year 2000 shall revert to the severance tax bonding
    |
0015|     fund.  If the local government division of the department of
    |
0016|     finance and administration has not certified the need for the
    |
0017|     issuance of the bonds by the end of fiscal year 1999, the
    |
0018|     authorization provided in this section shall be void.
    |
0019|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0020|     peace, health and safety that this act take effect immediately.
