0011| REQUESTING THAT THE MOTOR VEHICLE DIVISION OF THE TAXATION AND
|
0012| REVENUE DEPARTMENT ENSURE GREATER COMPLIANCE WITH NEW MEXICO'S
|
0013| MOTOR VEHICLE REGISTRATION LAWS BY CHANGING THE NEW MEXICO
|
0014| LICENSE PLATE DESIGN AND ISSUANCE PROCEDURES.
|

|
0016| WHEREAS, annual vehicle registration fees provide a source
|
0017| of funds for road construction, maintenance and improvements in
|
0018| New Mexico; and
|
0019| WHEREAS, it is in the best interests of the state of New
|
0020| Mexico to ensure compliance with the vehicle registration laws
|
0021| and, thus, a flow of revenues for highway construction,
|
0022| maintenance and improvements; and
|
0023| WHEREAS, the last general reissuance of license plates
|
0024| statewide was completed in April 1993; and
|
0025| WHEREAS, compliance with vehicle registration laws is
|
0001| highest when a state maintains a regular license plate
|
0002| replacement program, changing colors and designs on a regular
|
0003| basis every three to four years; and
|
0004| WHEREAS, law enforcement personnel can more easily
|
0005| visually determine current compliance levels with motor vehicle
|
0006| registration laws if plate colors and designs are regularly
|
0007| changed;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that it request the motor vehicle division
|
0010| of the taxation and revenue department to consider implementing
|
0011| a program for regular replacement of vehicle license plates,
|
0012| implementing changes in design and color on a regular basis
|
0013| every three to four years while still using the colors of the
|
0014| state flag as required in Section 66-3-14 NMSA 1978; and
|
0015| BE IT FURTHER RESOLVED that the motor vehicle division of
|
0016| the taxation and revenue department present changes in colors
|
0017| and designs for New Mexico vehicle license plates to the New
|
0018| Mexico state police division of the department of public safety
|
0019| and the legislative finance committee for concurrence prior to
|
0020| manufacture and distribution; and
|
0021| BE IT FURTHER RESOLVED that copies of this memorial be
|
0022| transmitted to the secretary of taxation and revenue, the
|
0023| director of the motor vehicle division of the taxation and
|
0024| revenue department, the secretary of public safety, the
|
0025| director of the state police division of the department of
|
0001| public safety and the legislative finance committee.
