0001| HOUSE JOINT MEMORIAL 5 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| FRED LUNA | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE NEW MEXICO LIVESTOCK BOARD ROTATE | 0012| INSPECTORS AMONG LIVESTOCK AUCTIONS IN THE STATE. | 0013| | 0014| WHEREAS, there are livestock auctions all over the state, | 0015| including at Aztec, Milan, Belen, Albuquerque, Socorro, Deming, | 0016| Roswell, Clovis, Clayton, Las Vegas and Portales, with New | 0017| Mexico livestock board inspectors stationed at each auction; | 0018| and | 0019| WHEREAS, there are often problems with identifying | 0020| livestock because they enter the auction without the proper | 0021| paperwork or permits; and | 0022| WHEREAS, it is the mission of the New Mexico livestock | 0023| board to control theft and disease of livestock transported and | 0024| sold in the state; and | 0025| WHEREAS, there are twenty-six thousand eight hundred | 0001| brands recorded in New Mexico for use on livestock; and | 0002| WHEREAS, it is required that a seller of livestock present | 0003| proof of ownership before livestock can change hands; and | 0004| WHEREAS, it is the duty of the New Mexico livestock board | 0005| inspectors to research brands and ask questions of sellers if | 0006| anything looks amiss; and | 0007| WHEREAS, under the current system of inspection New Mexico | 0008| livestock board inspectors work at the same auction week after | 0009| week without knowledge of the workings of other auctions; | 0010| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0011| STATE OF NEW MEXICO that the New Mexico livestock board | 0012| inspectors not be permanently stationed at any one auction; and | 0013| BE IF FURTHER RESOLVED that a rotation schedule be set up | 0014| so that each inspector can inspect operations at each auction | 0015| so that rules are enforced uniformly and objectively and | 0016| inspectors remain alert to infractions; and | 0017| BE IT FURTHER RESOLVED that a copy of this memorial be | 0018| sent to the executive director of the New Mexico livestock | 0019| board. | 0020|  |
