0011| REQUESTING THE DEPARTMENT OF GAME AND FISH TO WORK WITH THE NEW

0012| MEXICO CONGRESSIONAL DELEGATION TO CONDUCT AN ELK HUNT TO

0013| CONTROL THE ELK POPULATION NEAR LOS ALAMOS.

0015| WHEREAS, the elk herd around Los Alamos has increased
|
0016| dramatically in recent years; and
|
0017| WHEREAS, the herd, due to its increased size, has caused
|
0018| damage to the historic Bandelier national monument, as well as
|
0019| a great deal of property damage to the property of the citizens
|
0020| of Los Alamos county by destroying trees and gardens, as well
|
0021| as causing automobile accidents; and
|
0022| WHEREAS, the department of game and fish is unable to
|
0023| control the elk herd's size, due to the proximity of the
|
0024| residents, the national park service and Los Alamos national
|
0025| laboratory;
|
0001| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0002| STATE OF NEW MEXICO that the department of game and fish be
|
0003| requested to work with the New Mexico congressional delegation
|
0004| to obtain permission from the national park service and the Los
|
0005| Alamos national laboratory to conduct elk hunts on those
|
0006| properties; and
|
0007| BE IT FURTHER RESOLVED that copies of this memorial be
|
0008| transmitted to the director of game and fish, the New Mexico
|
0009| congressional delegation, the secretary of the United States
|
0010| department of the interior and the secretary of the United
|
0011| States department of energy.

0005| recommendation that it DO PASS, amended as follows:

0007| 1. On page 2, between lines 6 and 7, insert:
|

|
0009| "BE IT FURTHER RESOLVED that the hunts be designated as
|
0010| youth hunts, for young people twelve through seventeen years of
|
0011| age, with the following conditions for each special license
|
0012| issued:
|
0013|
|
0014| (1) no bow hunting shall be allowed;
|
0015|
|
0016| (2) the youth shall have completed a hunting safety
|
0017| course;
|
0018|
|
0019| (3) the youth shall be chaperoned by a parent or
|
0020| other adult over the age of twenty-one who is experienced in
|
0021| hunting;
|
0022|
|
0023| (4) the chaperon shall certify that he accepts all
|
0024| responsibility and liability pertaining to the hunt; and
|
0025|
|
0001| (5) the hunt shall be limited to New Mexico residents
|
0002| only; and".,
|
0003|
|
0004| and thence referred to the ENERGY AND NATURAL
|
0005| RESOURCES COMMITTEE.
