  Mr. Speaker:
  
       Your AGRICULTURE AND WATER RESOURCES COMMITTEE,
  to whom has been referred
  
                   HOUSE JOINT MEMORIAL 12
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 2, between lines 6 and 7, insert:
  
       "BE IT FURTHER RESOLVED that the hunts be designated as youth
  hunts, for young people twelve through seventeen years of age, with
  the following conditions for each special license issued:
  
            (1)  no bow hunting shall be allowed;
            
            (2)  the youth shall have completed a hunting safety
  course;
  
            (3)  the youth shall be chaperoned by a parent or other
  adult over the age of twenty-one who is experienced in hunting;
       
            (4)  the chaperon shall certify that he accepts all
  responsibility and liability pertaining to the hunt; and
  
            (5)  the hunt shall be limited to New Mexico residents
  only; and".,
  
  and thence referred to the ENERGY AND NATURAL RESOURCES
  COMMITTEE.
