MARQUARDT | 0005| | 0006| | 0007| | 0008| FOR THE HEALTH CARE REFORM COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE COMMISSION ON HIGHER EDUCATION TO REASSESS THE | 0012| FUNDING PROCESS AND FORMULAS FOR HEALTH PROFESSIONAL EDUCATION | 0013| AND TRAINING PROGRAMS. | 0014| | 0015| WHEREAS, the funding of health professional education and | 0016| training programs affects the programs' capacity to meet the | 0017| needs of the state; and | 0018| WHEREAS, various funding formulas and methodologies are | 0019| currently in use for determining awards for health professional | 0020| education in New Mexico; and | 0021| WHEREAS, there is significant lag time between identifying | 0022| new programs and entering them into the existing formulas so | 0023| that new programs must seek funding from each institution or | 0024| from the legislature as a special appropriation; and | 0025| WHEREAS, changes that have occurred over the years in | 0001| education and training of health professionals, and the | 0002| interest in educational programs evolving to meet the changing | 0003| needs of the state are not reflected in the current funding | 0004| formulas; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the commission on higher education be | 0007| requested to reassess the funding process and formulas for | 0008| health professional education and training programs, including: | 0009| A. the adequacy of the commission on higher | 0010| education's formula for graduate level health science programs | 0011| and, in particular, for programs and incentives to programs and | 0012| institutions to meet the state's needs and goals for health | 0013| professionals; | 0014| B. the funding process and formula for health | 0015| professionals' education through the university of New Mexico | 0016| school of medicine; | 0017| C. graduate medical education funds; and | 0018| D. the appropriateness of the tuitions for graduate | 0019| health professional education programs and whether certain | 0020| tuitions should be higher than for other graduate level | 0021| programs to reflect the high cost of training; and | 0022| BE IT FURTHER RESOLVED that the commission on higher | 0023| education report on this assessment to the appropriate | 0024| legislative interim committee by October 15, 1997; and | 0025| BE IT FURTHER RESOLVED that a copy of this memorial be | 0001| sent to the executive director of the commission on higher | 0002| education and the vice president of the university of New | 0003| Mexico health sciences center. | 0004| - 3 - State of New Mexico | 0005| House of Representatives | 0006| | 0007| FORTY-THIRD LEGISLATURE | 0008| FIRST SESSION, 1997 | 0009| | 0010| | 0011| February 26, 1997 | 0012| | 0013| | 0014| Mr. Speaker: | 0015| | 0016| Your EDUCATION COMMITTEE, to whom has been referred | 0017| | 0018| HOUSE JOINT MEMORIAL 16 | 0019| | 0020| has had it under consideration and reports same with | 0021| recommendation that it DO PASS, amended as follows: | 0022| | 0023| 1.
