0001| HOUSE JOINT MEMORIAL 18 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| MAX COLL | 0005| | 0006| | 0007| | 0008| FOR THE HEALTH CARE REFORM COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO WORK WITH | 0012| THE TAXATION AND REVENUE DEPARTMENT TO ADOPT UNIFORM | 0013| DEFINITIONS AND REPORTING REQUIREMENTS REGARDING CHARITY CARE | 0014| FOR HEALTH CARE FACILITIES AND TO ESTABLISH MINIMUM | 0015| ACCOUNTABILITY STANDARDS. | 0016| | 0017| WHEREAS, hospitals and other health care facilities | 0018| provide uncompensated health care services; and | 0019| WHEREAS, no consistent method exists for defining and | 0020| identifying bad debts, charity care, discounts and allowances | 0021| and other forms of uncompensated care; and | 0022| WHEREAS, hospitals and other health care facilities | 0023| reportedly use a number of different policies and procedures | 0024| for collecting amounts owed; and | 0025| WHEREAS, inconsistent reporting of uncompensated care | 0001| limits the state's ability to assess objectively the amount of | 0002| health care services being provided for which no reimbursement | 0003| is available or received; and | 0004| WHEREAS, inconsistent measures do not permit accurate | 0005| assessment of the magnitude of cost-shifting or its potential | 0006| effect on health planning; and | 0007| WHEREAS, it is in the interest of the state to derive a | 0008| benefit in exchange for tax exemptions and deductions; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that the New Mexico health policy | 0011| commission be requested to work with the taxation and revenue | 0012| department to adopt uniform definitions and standard measures | 0013| for uncompensated care and to require reporting of | 0014| uncompensated care to the state; and | 0015| BE IT FURTHER RESOLVED that cost shifting of health care | 0016| costs be uniformly tracked and reported and its impact on | 0017| health care delivery in the state be assessed; and | 0018| BE IT FURTHER RESOLVED that minimum levels of charity care | 0019| for hospitals and other health care facilities be proposed or | 0020| adopted to govern an entity's right to relevant tax exemptions | 0021| and deductions; and | 0022| BE IT FURTHER RESOLVED that a copy of this memorial be | 0023| sent to the secretary of taxation and revenue and the chairman | 0024| of the New Mexico health policy commission. | 0025| - 2 - State of New Mexico | 0001| House of Representatives | 0002| | 0003| FORTY-THIRD LEGISLATURE | 0004| FIRST SESSION, 1997 | 0005| | 0006| | 0007| February 12, 1997 | 0008| | 0009| | 0010| Mr. Speaker: | 0011| | 0012| Your TAXATION AND REVENUE COMMITTEE, to whom has | 0013| been referred | 0014| | 0015| HOUSE JOINT MEMORIAL 18 | 0016| | 0017| has had it under consideration and reports same with | 0018| recommendation that it DO PASS, amended as follows: | 0019| | 0020| 1.
