PAUL TAYLOR | 0005| | 0006| | 0007| | 0008| FOR THE HEALTH CARE REFORM COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO ESTABLISH | 0012| A TASK FORCE IN COOPERATION WITH THE ASSOCIATION OF COUNTIES | 0013| AND THE DEPARTMENTS OF HEALTH AND INSURANCE TO MAKE | 0014| RECOMMENDATIONS ON COUNTY INDIGENT HEALTH CARE PROGRAMS AND | 0015| ADDRESS INSURANCE ACCESS ISSUES OF THE UNINSURED AND WORKING | 0016| POOR. | 0017| | 0018| WHEREAS, it is the health policy of the state to assure | 0019| access to needed health services regardless of financial | 0020| status; and | 0021| WHEREAS, great variation exists in eligibility standards, | 0022| means testing, covered services and reimbursement methodologies | 0023| among counties regarding use of indigent funds for health | 0024| services; and | 0025| WHEREAS, this variability contributes to apparent | 0001| inequities in access to health care based on the county of | 0002| residence; and | 0003| WHEREAS, the counties and the state share responsibility | 0004| for assuring access and availability of health care services to | 0005| their residents; and | 0006| WHEREAS, while the expansion of medicaid coverage to one | 0007| hundred eighty-five percent of the federal poverty level for | 0008| children has helped, working poor adults often remain | 0009| uninsured; and | 0010| WHEREAS, the implementation of welfare reform initiatives | 0011| may exacerbate the problem, as individuals coming off welfare | 0012| may enter low-paying jobs that provide no health insurance | 0013| benefits; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that the New Mexico health policy | 0016| commission be requested to establish a task force in | 0017| cooperation with the association of counties and the | 0018| departments of health and insurance to make recommendations to | 0019| expand health care access to indigent and working poor | 0020| populations in New Mexico through the following: | 0021| A. identification of optimal uses of county | 0022| indigent funds, including: | 0023| (1) development of uniform minimum standards | 0024| of eligibility, means testing and covered services; | 0025| (2) development of standard methodologies and | 0001| rates for claims paid; | 0002| (3) sharing or consolidation of administrative | 0003| functions, including technical expertise; and | 0004| (4) identification of a mechanism to equalize | 0005| county revenues to enable all counties to comply with the | 0006| minimum eligibility and covered services standards; | 0007| B. making affordable insurance recommendations that | 0008| consider: | 0009| (1) decreasing risk segmentation; | 0010| (2) improved risk pooling; | 0011| (3) stop loss protections; | 0012| (4) administrative simplification and a | 0013| continuum of coverage; | 0014| (5) graduated subsidies and potential revenue | 0015| sources for the subsidies; | 0016| (6) variable insurance products and choices; | 0017| and | 0018| (7) removal of costly insurance mandates; | 0019| C. identification of a mechanism for affordable | 0020| insurance access that defines the population to be served and | 0021| the responsibilities of the employee, employer and state; and | 0022| D. discovering any common ground that may exist | 0023| between insurance coverage and indigent fund coverage of | 0024| indigent and working poor persons; and | 0025| BE IT FURTHER RESOLVED that the recommendations of this | 0001| task force be presented to the appropriate interim legislative | 0002| committee no later than September 1, 1997; and | 0003| BE IT FURTHER RESOLVED that a copy of this memorial be | 0004| sent to the chairman of the New Mexico health policy | 0005| commission, the director of the association of counties, the | 0006| secretary of health and the superintendent of insurance. | 0007| - 4 - State of New Mexico | 0008| House of Representatives | 0009| | 0010| FORTY-THIRD LEGISLATURE | 0011| FIRST SESSION, 1997 | 0012| | 0013| | 0014| March 4, 1997 | 0015| | 0016| | 0017| Mr. Speaker: | 0018| | 0019| Your GOVERNMENT AND URBAN AFFAIRS COMMITTEE, to | 0020| whom has been referred | 0021| | 0022| HOUSE JOINT MEMORIAL 19 | 0023| | 0024| has had it under consideration and reports same with | 0025| recommendation that it DO PASS, and thence referred to the | 0001| APPROPRIATIONS AND FINANCE COMMITTEE. | 0002| | 0003| Respectfully submitted, | 0004| | 0005| | 0006| | 0007| | 0008| | 0009| Lynda M.
