0001| HOUSE JOINT MEMORIAL 20 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| DANICE PICRAUX | 0005| | 0006| | 0007| | 0008| FOR THE HEALTH CARE REFORM COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO WORK WITH | 0012| APPROPRIATE EXECUTIVE AGENCIES AND LEGISLATIVE COMMITTEES TO | 0013| ESTABLISH MEASURES TO ACHIEVE STATE GOALS FOR HEALTH BUDGETING | 0014| AND PLANNING PURPOSES, TO IDENTIFY ELECTRONIC REPORTING | 0015| REQUIREMENTS ON HEALTH CARE FOR ALL GOVERNMENT AGENCIES AND TO | 0016| REQUIRE TRACKING AND REPORTING OF HEALTH CARE REVENUE STREAMS. | 0017| | 0018| WHEREAS, there should be performance measures for health | 0019| programs that help the state to evaluate the effectiveness of | 0020| its health care delivery system and determine whether the | 0021| state's health policy is being achieved; and | 0022| WHEREAS, widespread variation exists among health | 0023| facilities and programs in the measures used for reporting | 0024| program impacts; and | 0025| WHEREAS, a lack of agreement in state government on what | 0001| constitutes health care has led to fragmented data and limited | 0002| ability to analyze, plan, develop budgets and demonstrate | 0003| accountability for health care services; and | 0004| WHEREAS, administrative, overhead and non-direct service | 0005| costs are not separately accounted for in most government | 0006| health care programs, making it virtually impossible to assess | 0007| resources used for direct services; and | 0008| WHEREAS, under current statutes, counties are only | 0009| required to report on the amount and use of their indigent | 0010| claims fund, which reportedly reflects only about thirty-two | 0011| percent of county revenues supporting health care; and | 0012| WHEREAS, the department of finance and administration has | 0013| the authority to require more complete data from counties on | 0014| total revenues used for health care purposes; and | 0015| WHEREAS, availability of regularly collected data on | 0016| government revenues used for health care would enhance state | 0017| planning and the generation of policy and budget development | 0018| without substantially increasing administrative costs or | 0019| reporting burdens; | 0020| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0021| STATE OF NEW MEXICO that the New Mexico health policy | 0022| commission be requested to work together with appropriate | 0023| executive agencies and legislative committees to establish and | 0024| implement standard measures to achieve state health goals for | 0025| budgeting and planning purposes, to identify electronic | 0001| reporting requirements on health care for all government | 0002| agencies and to require tracking and reporting of health care | 0003| revenue streams; and | 0004| BE IT FURTHER RESOLVED that protocols should be | 0005| established for the standardization and electronic reporting of | 0006| core health data elements to the New Mexico health policy | 0007| commission by government entities providing or paying for | 0008| health care services; and | 0009| BE IT FURTHER RESOLVED that the department of finance and | 0010| administration, in coordination with the New Mexico health | 0011| policy commission, cooperate to encourage or require counties | 0012| to report on all county revenues used for health care to | 0013| include all sources of revenue and appropriate specifics on the | 0014| expenditures and services provided; and | 0015| BE IT FURTHER RESOLVED that the New Mexico health policy | 0016| commission report on its progress to the appropriate | 0017| legislative interim committee by October 1, 1997; and | 0018| BE IT FURTHER RESOLVED that a copy of this memorial be | 0019| sent to the secretary of finance and administration, the | 0020| chairman of the legislative finance committee, the chairman of | 0021| the New Mexico health policy commission and the director of the | 0022| New Mexico association of counties. | 0023| - 3 - State of New Mexico | 0024| House of Representatives | 0025| | 0001| FORTY-THIRD LEGISLATURE | 0002| FIRST SESSION, 1997 | 0003| | 0004| | 0005| February 6, 1997 | 0006| | 0007| | 0008| Mr. Speaker: | 0009| | 0010| Your VOTERS AND ELECTIONS COMMITTEE, to whom has | 0011| been referred | 0012| | 0013| HOUSE JOINT MEMORIAL 20 | 0014| | 0015| has had it under consideration and reports same with | 0016| recommendation that it DO PASS, and thence referred to the | 0017| APPROPRIATIONS AND FINANCE COMMITTEE. | 0018| | 0019| Respectfully submitted, | 0020| | 0021| | 0022| | 0023| | 0024| | 0025| Edward C.
