BEAM | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| CREATING AN INTERAGENCY TASK FORCE TO IMPROVE THE INTEGRATION | 0012| OF AND ACCESS TO SCHOOL MENTAL HEALTH PROGRAMS FOR CHILDREN IN | 0013| NEW MEXICO. | 0014| | 0015| WHEREAS, New Mexico wants to support the academic needs | 0016| and educational success of our children; and | 0017| WHEREAS, children in schools face multiple barriers to | 0018| successful learning, including learning problems, personal and | 0019| family issues, a lack of coordinated and accessible school and | 0020| community assessment programs and a lack of teacher training | 0021| and resources; and | 0022| WHEREAS, New Mexico ranks in the top fifteen states for | 0023| the highest rates of alcoholism, public school dropouts, | 0024| domestic violence, poverty and teenage violent deaths; and | 0025| WHEREAS, children in our schools have needs for multiple | 0001| mental health supports, as documented by state and national | 0002| data indicating that more than one-third of all children seen | 0003| in school-based health centers have needs for primary mental | 0004| health care services; and | 0005| WHEREAS, well over fifty percent of all children detained | 0006| in the juvenile justice system meet criteria for at least one | 0007| mental health diagnosis; and | 0008| WHEREAS, school children face multiple life stresses, have | 0009| multiple mental health needs and therefore require coordinated | 0010| school and community services to overcome barriers to | 0011| educational achievement; | 0012| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0013| STATE OF NEW MEXICO that a task force be formed to study | 0014| programs relevant to school mental health throughout the state | 0015| and to propose options for improvement and coordination of such | 0016| programs; and | 0017| BE IT FURTHER RESOLVED that the office of school health in | 0018| the public health division of the department of health be the | 0019| lead agency of the task force; and | 0020| BE IT FURTHER RESOLVED that the task force include | 0021| participation from the state department of public education, | 0022| the children, youth and families department, the human services | 0023| department, the corrections department, a statewide | 0024| developmental disabilities planning organization, providers, | 0025| advocates, consumers and family members of consumers of mental | 0001| health programs and school personnel; and | 0002| BE IT FURTHER RESOLVED that the task force include in its | 0003| study a clarification of each agency's responsibilities and | 0004| authority to provide programs relevant to school mental health | 0005| and include data collected by the various agencies that may | 0006| assist in improving school mental health programs; and | 0007| BE IT FURTHER RESOLVED that the task force study include | 0008| all sources of financial support and recommend whether those | 0009| resources can be used more effectively and efficiently to | 0010| deliver improved school mental health programs; and | 0011| BE IT FURTHER RESOLVED that the task force report its | 0012| findings and legislative recommendations by October 15, 1997 to | 0013| the legislative education study committee and the legislative | 0014| health and human services committee; and | 0015| BE IT FURTHER RESOLVED that a copy of this memorial be | 0016| sent to the heads of each department named to participate in | 0017| the work of the task force and to the various statewide | 0018| organizations. | 0019|  State of New Mexico | 0020| House of Representatives | 0021| | 0022| FORTY-THIRD LEGISLATURE | 0023| FIRST SESSION, 1997 | 0024| | 0025| | 0001| February 26, 1997 | 0002| | 0003| | 0004| Mr. Speaker: | 0005| | 0006| Your EDUCATION COMMITTEE, to whom has been referred | 0007| | 0008| HOUSE JOINT MEMORIAL 25 | 0009| | 0010| has had it under consideration and reports same with | 0011| recommendation that it DO PASS. | 0012| | 0013| Respectfully submitted, | 0014| | 0015| | 0016| | 0017| | 0018| | 0019| Samuel F.
