0011| REQUESTING THE SECOND JUDICIAL DISTRICT COURT TO CONVENE A TASK

0012| FORCE TO ESTABLISH AND IMPLEMENT STANDARDS FOR THE EFFICIENT

0013| DISPOSITION OF CRIMINAL CASES IN THE SECOND JUDICIAL DISTRICT

0014| COURT.

0016| WHEREAS, the number of violent criminal cases in the
|
0017| second judicial district is rising at an unprecedented rate;
|
0018| and
|
0019| WHEREAS, the court cannot keep pace with the number of
|
0020| cases it has; and
|
0021| WHEREAS, other states have shown that court case flow
|
0022| management can be improved with verifiable policies and goals;
|
0023| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0024| STATE OF NEW MEXICO that the second judicial district court
|
0025| establish a task force of representatives from the second
|
0001| judicial district court, the district attorney's office and the
|
0002| public defender's office to address the issues related to the
|
0003| efficient disposition of criminal cases in the second judicial
|
0004| district; and
|
0005| BE IT FURTHER RESOLVED that the task force ascertain the
|
0006| problems related to the efficient flow of criminal cases in the
|
0007| second judicial district and set goals for the improvement of
|
0008| the flow of criminal cases through the court; and
|
0009| BE IT FURTHER RESOLVED that goals include establishing a
|
0010| leadership team, creating a credible trial scheduling system,
|
0011| addressing violent criminal cases and devising differential
|
0012| tracks for various case types, developing a system for early
|
0013| court intervention in case processing, creating useful case
|
0014| management reports and developing implementation strategies;
|
0015| and
|
0016| BE IT FURTHER RESOLVED that the task force report on its
|
0017| progress to the appropriate legislative interim committee by
|
0018| November 1, 1997; and
|
0019| BE IT FURTHER RESOLVED that copies of this memorial be
|
0020| transmitted to the chief judge of the second judicial district
|
0021| court, the Bernalillo county district attorney, the chief
|
0022| public defender and the director of the administrative office
|
0023| of the courts.
