TRUJILLO | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING STATE AGENCIES, LOCAL GOVERNMENTS AND SPECIAL | 0012| JURISDICTIONS TO USE THEIR AUTHORITIES TO COOPERATIVELY | 0013| PRESERVE THE STATE'S RIVER ECOSYSTEMS. | 0014| | 0015| WHEREAS, the first New Mexicans found magnificent rivers | 0016| teeming with life; and | 0017| WHEREAS, New Mexico's rivers enabled us to achieve the | 0018| natural and economic wealth we now enjoy; and | 0019| WHEREAS, New Mexico's rivers remain a vital resource for | 0020| drinking water, food production, recreation for citizens and | 0021| visitors, a high quality of life and the spiritual renewal of | 0022| our citizens; and | 0023| WHEREAS, rivers have undergone profound changes as a | 0024| result of our development and are now threatened by | 0025| desiccation, toxic pollution, siltation and salinity; | 0001| WHEREAS, new diversions and changes of use may further | 0002| deplete the flow of our rivers and with it threaten the many | 0003| environmental values of rivers; and | 0004| WHEREAS, healthy and diverse wildlife resources are | 0005| compatible with a vibrant and sustainable economy; | 0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0007| STATE OF NEW MEXICO that all state agencies, counties, | 0008| municipalities and special jurisdictions cooperate to devise | 0009| strategies to protect and enhance the quality and quantity of | 0010| water in our streams; and | 0011| BE IT FURTHER RESOLVED that the department of environment | 0012| be requested to identify sources of pollution and implement | 0013| viable methods to abate water pollution; and | 0014| BE IT FURTHER RESOLVED that the department of game and | 0015| fish be requested to serve the quality of ecosystems that | 0016| nongame species as well as game species depend upon; and | 0017| BE IT FURTHER RESOLVED that the state engineer be | 0018| requested to use environmental criteria in issuing permits for | 0019| diversion of water; and | 0020| BE IT FURTHER RESOLVED that counties, municipalities and | 0021| special jurisdictions be requested to dedicate a portion of | 0022| their water transfers to the preservation of stream flows to | 0023| maintain and restore aquatic and riparian ecosystems and | 0024| protect New Mexico's natural heritage; and | 0025| BE IT FURTHER RESOLVED that copies of this memorial be | 0001| transmitted to the governor, the secretary of environment, the | 0002| director of the department of game and fish and the state | 0003| engineer. | 0004|  |
