0011|     REQUESTING LOCAL GOVERNMENT SUPPORT FOR RECOGNITION OF LA

0012|     HERENCIA EN SANTA FE.

0014|          WHEREAS, a meeting of the open forum of Indian peoples at
    |
0015|     the ninth inter-American Indian institute in November 1985
    |
0016|     addressed the need of Indian peoples to effectively defend the
    |
0017|     exercise of their human and political rights and the right of
    |
0018|     self-determination; and
    |
0019|          WHEREAS, it is the wish of these Indian peoples to
    |
0020|     contribute to the defense of their political rights and their
    |
0021|     right to self-determination; and
    |
0022|          WHEREAS, as long ago as territorial days and as recently
    |
0023|     as 1987, the legislature gave recognition and legal credence to
    |
0024|     land grants, acequia associations and small claim exceptions as
    |
0025|     well as to the rights of the people of La Herencia en Santa Fe;
    |
0001|     and
    |
0002|          WHEREAS, in 1991 and 1992, the United States congress
    |
0003|     deliberated over the Indian Tribal Justice Recognition Act of
    |
0004|     1991, which if enacted will provide legal grounds for
    |
0005|     recognizing La Herencia en Santa Fe as an Indian tribe;
    |
0006|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0007|     STATE OF NEW MEXICO that the local governments of New Mexico be
    |
0008|     urged to take the first step in giving recognition to La
    |
0009|     Herencia en Santa Fe by acknowledging them and bestowing on
    |
0010|     them the same rights as Native American tribes now have,
    |
0011|     through all appropriate ordinances, budgets and administrative
    |
0012|     actions; and
    |
0013|          BE IT FURTHER RESOLVED that all land grant heirs, acequia
    |
0014|     associations and small claim exceptions be requested to comply
    |
0015|     with all applicable state laws; and
    |
0016|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0017|     transmitted to the New Mexico municipal league and the New
    |
0018|     Mexico association of counties for distribution to their
    |
0019|     respective members.
