       Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to
  whom has been referred
  
                   HOUSE JOINT MEMORIAL 46
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 19, strike "these Indian peoples" and
  insert in lieu thereof "all New Mexico natives".
  
       2.  On page 2, strike lines 1 through 5 in their entirety.
  
       3.  On page 2, line 9, strike "and bestowing on them".
  
       4.  On page 2, line 10, strike "same rights as Native American
  tribes now have" and insert in lieu thereof "rights of self
  government".
