0011|     REQUESTING THE COMMISSION FOR DEAF AND HARD-OF-HEARING PERSONS

0012|     TO CONDUCT A STUDY OF THE NEEDS FOR AND AVAILABILITY OF
    |
0013|     COMMUNICATION ACCESSIBILITY MODES OTHER THAN SIGN LANGUAGE FOR
    |
0014|     THE HARD OF HEARING.
    |

    |
0016|          WHEREAS, there are an estimated one hundred forty-five
    |
0017|     thousand New Mexicans, other than those who are deaf, who are
    |
0018|     hard of hearing; and
    |
0019|          WHEREAS, many who are hard of hearing are late-deafened
    |
0020|     adults or people who have suffered hearing loss due to age or
    |
0021|     illness; and 
    |
0022|          WHEREAS, most of these individuals can speak and do not
    |
0023|     know sign language; and
    |
0024|          WHEREAS, sign language is not the appropriate
    |
0025|     communication modality for these New Mexicans; and
    |
0001|          WHEREAS, computers and other technology allow the hard of
    |
0002|     hearing to more fully participate in life's activities; and
    |
0003|          WHEREAS, the Americans with Disabilities Act of 1990
    |
0004|     covers assistance to the hard of hearing as well as to people
    |
0005|     who are deaf or have other disabilities; and
    |
0006|          WHEREAS, the extent to which hard-of-hearing New Mexicans
    |
0007|     need assistance and what types of assistance would be most
    |
0008|     effective is unknown; 
    |
0009|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0010|     STATE OF NEW MEXICO that the commission for deaf and hard-of-
    |
0011|     hearing persons conduct a study with other agencies and
    |
0012|     organizations affiliated with disability issues to assess
    |
0013|     various communication accessibility modes other than sign
    |
0014|     language; and
    |
0015|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0016|     transmitted to the commission for deaf and hard-of-hearing
    |
0017|     persons.
