0011| REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO REAPPOINT THE

0012| PROFESSIONAL TAX STUDY COMMITTEE FOR TWO YEARS TO CONDUCT A
|
0013| COMPREHENSIVE STUDY OF NEW MEXICO'S TAX STRUCTURE.
|

0015| WHEREAS, the legislature created the professional tax
|
0016| study committee pursuant to house bill 900 in 1994; and
|
0017| WHEREAS, the committee was authorized to examine the
|
0018| manner and subjects of taxation and the foundations and goals
|
0019| of existing and recommended tax policy; and
|
0020| WHEREAS, New Mexico tax law has an extensive and complex
|
0021| history and legal foundations demanding careful, nonpartisan
|
0022| and circumspect examination free of political hyperbole or
|
0023| dogma; and
|
0024| WHEREAS, two years has not been enough time to adequately
|
0025| cover all aspects of tax policy that demand attention; and
|
0001| WHEREAS, the committee completed only part of its work,
|
0002| reviewing and making recommendations only on the gross receipts
|
0003| and compensating tax; and
|
0004| WHEREAS, responsible consideration of the full array of
|
0005| tax issues before the citizens of New Mexico requires
|
0006| additional time and thoroughness;
|
0007| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0008| STATE OF NEW MEXICO that the New Mexico legislative council is
|
0009| requested to reappoint the professional tax study committee in
|
0010| its current guise to complete the work begun pursuant to house
|
0011| bill 900 in 1994; and
|
0012| BE IT FURTHER RESOLVED that copies of this memorial be
|
0013| transmitted to the co-chairmen of the New Mexico legislative
|
0014| council.
