BEAM | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO EVALUATE | 0012| THE HAZARD POSED TO SCHOOL CHILDREN BY ELECTROMAGNETIC FIELDS. | 0013| | 0014| WHEREAS, state law requires school attendance by school | 0015| age children, and so the public schools should be child | 0016| friendly; and | 0017| WHEREAS, scientists do not currently agree on how to | 0018| interpret available information on electromagnetic fields; and | 0019| WHEREAS, some scientific studies indicate that extremely | 0020| low frequency electric fields do affect cells and tissue in | 0021| vitro; and | 0022| WHEREAS, studies show that chronic exposures of laboratory | 0023| animals to low frequency electronic fields elicit behavioral, | 0024| neurophysiological and endocrinological effects; and | 0025| WHEREAS, state environmental epidemiologists conclude that | 0001| there may be an excess risk of cancer from exposure to power | 0002| lines and by certain occupations; and | 0003| WHEREAS, seven states have established electromagnetic | 0004| field exposure limits; and | 0005| WHEREAS, the American planning association has recommended | 0006| "prudent avoidance" standards by communities; and | 0007| WHEREAS, the California public utility commission advised | 0008| the state's utilities that it is reasonable to carry out no- | 0009| cost and low-cost measures to reduce electromagnetic fields; | 0010| and | 0011| WHEREAS, risks to school children include non-ionizing | 0012| radiation; | 0013| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0014| STATE OF NEW MEXICO that the state department of public | 0015| education be requested to evaluate the degree of risks to | 0016| public school children of electromagnetic fields and to develop | 0017| standards for new school construction and mitigation of | 0018| existing hazards in the schools; and | 0019| BE IT FURTHER RESOLVED that the state department of public | 0020| education report its findings and recommendations to the | 0021| legislative education study committee by December 1, 1998; and | 0022| BE IT FURTHER RESOLVED that copies of this memorial be | 0023| transmitted to the superintendent of public instruction, the | 0024| chairman and the director of the legislative education study | 0025| committee and to the governor. | 0001|  State of New Mexico | 0002| House of Representatives | 0003| | 0004| FORTY-THIRD LEGISLATURE | 0005| FIRST SESSION, 1997 | 0006| | 0007| | 0008| March 10, 1997 | 0009| | 0010| | 0011| Mr. Speaker: | 0012| | 0013| Your EDUCATION COMMITTEE, to whom has been referred | 0014| | 0015| HOUSE JOINT MEMORIAL 54 | 0016| | 0017| has had it under consideration and reports same with | 0018| recommendation that it DO PASS. | 0019| | 0020| Respectfully submitted, | 0021| | 0022| | 0023| | 0024| | 0025| | 0001| Samuel F.
