0011|     REQUESTING THE SECRETARY OF STATE TO PROVIDE FUNDING FOR THE

0012|     THIRD CONGRESSIONAL DISTRICT SPECIAL ELECTION TO REPLACE

0013|     CONGRESSMAN BILL RICHARDSON.

0015|          WHEREAS, United States Representative Bill Richardson was
    |
0016|     recently confirmed by the United States senate to become the
    |
0017|     ambassador to the United Nations; and
    |
0018|          WHEREAS, this appointment leaves the third congressional
    |
0019|     district of New Mexico vacant; and
    |
0020|          WHEREAS, a special election will be held on May 13, 1997,
    |
0021|     to replace Congressman Richardson; and
    |
0022|          WHEREAS, this election may cost as much as four hundred
    |
0023|     thousand dollars ($400,000); and
    |
0024|          WHEREAS, county clerks in the respective counties of the
    |
0025|     third congressional district do not have the money in their
    |
0001|     county budgets to conduct the election;
    |
0002|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0003|     STATE OF NEW MEXICO that the bureau of elections of the office
    |
0004|     of the secretary of state be requested to provide sufficient
    |
0005|     funding to each county within the third congressional district
    |
0006|     in order to conduct that special third congressional district
    |
0007|     election;
    |
0008|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0009|     transmitted to the secretary of state, the director of the
    |
0010|     bureau of elections and the president of the county clerks'
    |
0011|     affiliate.
