0011|     REQUESTING THE HUMAN SERVICES DEPARTMENT AND THE ECONOMIC
    |
0012|     DEVELOPMENT DEPARTMENT TO COOPERATE IN PROVIDING LOW-COST
    |
0013|     HOUSING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES RECIPIENTS.

0015|          WHEREAS, under federal and state welfare reform
    |
0016|     initiatives, recipients of temporary assistance for needy
    |
0017|     families funds will be required to actively seek employment;
    |
0018|     and
    |
0019|          WHEREAS, housing is essential to obtaining employment,
    |
0020|     work performance and basic maintenance of a family; and
    |
0021|          WHEREAS, it is difficult to maintain a positive work ethic
    |
0022|     without a consistent and dependable place to sleep, eat and
    |
0023|     dress; and
    |
0024|          WHEREAS, children need the stability of a consistent place
    |
0025|     to live in order to perform well at school; and
    |
0001|          WHEREAS, dependable sources of water, heat, shelter and
    |
0002|     food are necessary to maintain family unity and strength; and
    |
0003|          WHEREAS, there are various existing housing programs that
    |
0004|     assist people to locate low-cost housing to either rent or buy;
    |
0005|     and
    |
0006|          WHEREAS, there is a need for coordination between both the
    |
0007|     federal government and state government to identify needy
    |
0008|     recipients and identify housing programs to address their
    |
0009|     needs;
    |
0010|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0011|     STATE OF NEW MEXICO that the New Mexico human services
    |
0012|     department and the economic development department cooperate
    |
0013|     and coordinate with the federal housing and urban development
    |
0014|     department to locate and provide for low-cost housing for TANF;
    |
0015|     and
    |
0016|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0017|     sent to the secretaries of human services and economic
    |
0018|     development.
