0011| REQUESTING THE INTERSTATE STREAM COMMISSION WITH THE
|
0012| COOPERATION OF OTHER STATE AGENCIES TO ESTABLISH A NEW MEXICO
|
0013| RIVERS INFORMATION SYSTEM.
|

|
0015| WHEREAS, in an arid region like New Mexico, rivers and
|
0016| streams have always been one of the state's most critical
|
0017| natural resources; and
|
0018| WHEREAS, rivers and streams continue to be central to
|
0019| settlement and commerce throughout the state and follow ancient
|
0020| historical patterns along the natural arteries of water
|
0021| courses; and
|
0022| WHEREAS, rivers and streams remain a vital resource for
|
0023| domestic water supplies, agriculture, recreation for citizens
|
0024| and visitors, spiritual values of indigenous peoples and other
|
0025| natural and community values; and
|
0001| WHEREAS, New Mexico's citizens feel the direct
|
0002| consequences of impacts on rivers and streams; and
|
0003| WHEREAS, water quality and river and stream ecosystems
|
0004| have been damaged, and are threatened, by toxic pollution, de-
|
0005| watering, siltation and salinity; and
|
0006| WHEREAS, there is not single state agency to inventory,
|
0007| monitor and oversee all information about New Mexico's rivers,
|
0008| streams and watersheds; and
|
0009| WHEREAS, gathering the information from a myriad of state
|
0010| and federal offices is inefficient, cumbersome and time
|
0011| consuming; and
|
0012| WHEREAS, the most effective tool for managing the
|
0013| resources would be a statewide comprehensive New Mexico rivers
|
0014| information system, which would compile, oversee and maintain
|
0015| the best available information on rivers and streams into a
|
0016| single repository that will be accessible to all state agencies
|
0017| and other river interests;
|
0018| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0019| STATE OF NEW MEXICO that the interstate stream commission be
|
0020| requested to establish a New Mexico rivers information system,
|
0021| and that in doing so the commission cooperate with the:
|
0022| A. energy, minerals and natural resources
|
0023| department;
|
0024| B. department of environment;
|
0025| C. New Mexico department of agriculture;
|
0001| D. department of game and fish;
|
0002| E. state engineer; and
|
0003| F. state cultural affairs officer; and
|
0004| BE IT FURTHER RESOLVED that the information system include
|
0005| water quality and quantity, the condition of natural and
|
0006| cultural resources and recreational activities, agricultural
|
0007| activities and local economic and cultural conditions; and
|
0008| BE IT FURTHER RESOLVED that the interstate stream
|
0009| commission report on its progress to the interim integrated
|
0010| water and resource planning committee; and
|
0011| BE IT FURTHER RESOLVED that copies of this memorial be
|
0012| forwarded to the director of the New Mexico department of
|
0013| agriculture and the director of the department of game and
|
0014| fish, the secretaries of environment and of energy, minerals
|
0015| and natural resources, the state engineer and the state
|
0016| cultural affairs officer.
