HEATON | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE | 0012| APPROPRIATE INTERIM COMMITTEE TO COMPREHENSIVELY STUDY THE | 0013| STATE'S TRANSPORTATION NEEDS AND FUNDING OPTIONS TO PREPARE A | 0014| TWENTY-YEAR IMPROVEMENT PLAN FOR THE STATE'S TRANSPORTATION | 0015| INFRASTRUCTURE. | 0016| | 0017| WHEREAS, the economic welfare of New Mexico depends on | 0018| adequate transportation infrastructure; and | 0019| WHEREAS, large-scale projects such as the waste isolation | 0020| pilot project and spaceport development and population growth | 0021| in communities like Rio Rancho are placing ever larger demands | 0022| on local road systems; and | 0023| WHEREAS, the safety of travelers is seriously threatened | 0024| by deteriorating and inadequate physical facilities; | 0025| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0001| STATE OF NEW MEXICO that the New Mexico legislative council be | 0002| requested to direct the appropriate interim committee to: | 0003| A. study road construction and maintenance | 0004| financing; | 0005| B. develop a twenty-year replacement plan; and | 0006| C. consider alternative long-term funding sources, | 0007| including the gas tax, the general fund or donating state roads | 0008| to the counties to maintain; and | 0009| BE IT FURTHER RESOLVED that the state highway and | 0010| transportation department and the state transportation | 0011| authority cooperate with the designated interim committee; and | 0012| BE IT FURTHER RESOLVED that the appropriate committee | 0013| designated by the New Mexico legislative council report its | 0014| findings and recommendations to the legislature by December 1, | 0015| 1997; and | 0016| BE IT FURTHER RESOLVED that copies of this memorial be | 0017| transmitted to the New Mexico legislative council, the | 0018| secretary of highway and transportation and the state | 0019| transportation authority. | 0020|  State of New Mexico | 0021| House of Representatives | 0022| | 0023| FORTY-THIRD LEGISLATURE | 0024| FIRST SESSION, 1997 | 0025| | 0001| | 0002| March 6, 1997 | 0003| | 0004| | 0005| Mr. Speaker: | 0006| | 0007| Your TRANSPORTATION COMMITTEE, to whom has been | 0008| referred | 0009| | 0010| HOUSE JOINT MEMORIAL 63 | 0011| | 0012| has had it under consideration and reports same with | 0013| recommendation that it DO PASS. | 0014| | 0015| Respectfully submitted, | 0016| | 0017| | 0018| | 0019| | 0020| | 0021| Daniel P.
