0011| REQUESTING THAT THE MEDICAL ASSISTANCE DIVISION BE TRANSFERRED

0012| FROM THE HUMAN SERVICES DEPARTMENT OR THE WORKFORCE DEVELOPMENT
|
0013| DEPARTMENT TO THE DEPARTMENT OF HEALTH.

0015| WHEREAS, the medicaid program is currently fragmented
|
0016| between departments in state government; and
|
0017| WHEREAS, the most vulnerable medicaid population is served
|
0018| by the department of health; and
|
0019| WHEREAS, access to needed health care services would
|
0020| increase with a well-coordinated, centralized program; and
|
0021| WHEREAS, the department of health is charged with
|
0022| protecting and promoting health for all New Mexicans; and
|
0023| WHEREAS, the entire spectrum of medicaid services must be
|
0024| studied so that a transition to managed care for the medicaid
|
0025| program is done in the context of the full array of covered
|
0001| services and eligible medicaid beneficiaries and not
|
0002| fragmented;
|
0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0004| STATE OF NEW MEXICO that the medical assistance division be
|
0005| transferred from the human services department or the workforce
|
0006| development department to the department of health beginning
|
0007| July 1, 1998; and
|
0008| BE IT FURTHER RESOLVED that the secretaries and staffs of
|
0009| the human services department or the workforce development
|
0010| department and the department of health be directed to work
|
0011| together to examine the feasibility of moving the medical
|
0012| assistance program to the department of health, including a
|
0013| plan for implementation of the transfer completed by December
|
0014| 31, 1997; and
|
0015| BE IT FURTHER RESOLVED that the secretary of human
|
0016| services or the secretary of workforce development and the
|
0017| secretary of health be asked to report on their progress to the
|
0018| legislative finance committee on a regular basis during the
|
0019| interim and to the second session of the forty-third
|
0020| legislature; and
|
0021| BE IT FURTHER RESOLVED that legislation transferring the
|
0022| medical assistance division from the human services department
|
0023| or the workforce development department to the department of
|
0024| health be introduced during the second session of the forty-
|
0025| third legislature; and
|
0001| BE IT FURTHER RESOLVED that copies of this memorial be
|
0002| transmitted to the secretary of human services or the secretary
|
0003| of workforce development and the secretary of health.
