0011| REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO
|
0012| CONSIDER ESTABLISHMENT OF A PERSONNEL CATEGORY OF SCHOOL

0013| COUNSELORS.

0015| WHEREAS, elementary, middle, junior and high school
|
0016| children are being subjected to unprecedented social stresses,
|
0017| including fragmentation of families, drug and alcohol abuse,
|
0018| child abuse, poverty and violence; and
|
0019| WHEREAS, an increasing number of these children are
|
0020| exhibiting symptoms of distress such as emotional disorders,
|
0021| academic underachievement, disruptive behavior, juvenile
|
0022| delinquency and withdrawal; and
|
0023| WHEREAS, counseling provided within public schools can
|
0024| reduce drug abuse, dropout rates, unemployment and
|
0025| incarceration; and
|
0001| WHEREAS, the state can help reduce academic, social and
|
0002| emotional problems of students by enhancing the availability
|
0003| and quality of public school counseling programs; and
|
0004| WHEREAS, school dropouts, gang members, pregnant teens and
|
0005| substance abusing youth are burdens on the taxpayer and
|
0006| contribute to rising crime; and
|
0007| WHEREAS, school counselors contribute positively to
|
0008| students' progress and development, the school environment,
|
0009| student self-discipline, school attendance and academic
|
0010| achievement;
|
0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0012| STATE OF NEW MEXICO that the legislative education study
|
0013| committee be requested to study the establishment of a
|
0014| personnel category of school counselors in the public schools;
|
0015| and
|
0016| BE IT FURTHER RESOLVED that school counseling programs be
|
0017| studied independently at the elementary, middle, junior and
|
0018| high school levels, including national pupil-counselor ratios,
|
0019| position statements, student expectations and pay scales; and
|
0020| BE IT FURTHER RESOLVED that the legislative education
|
0021| study committee make recommendations on school counseling
|
0022| programs to the legislature by December 1, 1997; and
|
0023| BE IT FURTHER RESOLVED that copies of this memorial be
|
0024| transmitted to the members of the legislative education study
|
