0011|     REQUESTING THE NEW MEXICO CONGRESSIONAL DELEGATION TO VOTE

0012|     AGAINST A BALANCED BUDGET AMENDMENT THAT WOULD USE SOCIAL

0013|     SECURITY RESERVES AS A BALANCING MEASURE.

0015|          WHEREAS, it is the obligation of congress to protect and
    |
0016|     preserve social security for the elderly and the disabled; and
    |
0017|          WHEREAS, congress is in the process of debating and voting
    |
0018|     on a balanced budget amendment; and 
    |
0019|          WHEREAS, much of the debate in congress about the balanced
    |
0020|     budget amendment is whether to include social security reserves
    |
0021|     in the annual balancing calculation; and
    |
0022|          WHEREAS, one version of the balanced budget amendment
    |
0023|     would exclude the social security reserves from the annual
    |
0024|     balancing calculation; and
    |
0025|          WHEREAS, supporters of a social security exclusion hope to
    |
0001|     better protect the social security trust funds; and
    |
0002|          WHEREAS, instead of jeopardizing social security, congress
    |
0003|     should concentrate on supporting President Clinton's 1998
    |
0004|     budget request, which aims to balance the federal budget by the
    |
0005|     year 2002; 
    |
0006|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0007|     STATE OF NEW MEXICO that the New Mexico congressional
    |
0008|     delegation be requested to vote against a balanced budget
    |
0009|     amendment that would use social security reserves as a
    |
0010|     balancing measure; and
    |
0011|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0012|     transmitted to the New Mexico congressional delegation.
