MCSHERRY | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| STRONGLY ENCOURAGING THE UNITED STATES CONGRESS TO AUTHORIZE | 0012| SHIPMENT OF NEW MEXICO MEAT PRODUCTS TO OTHER STATES AND THE | 0013| UNITED STATES OF MEXICO. | 0014| | 0015| WHEREAS, in order to promote economic growth, New Mexico | 0016| is seeking to increase trade with other states and the United | 0017| States of Mexico; and | 0018| WHEREAS, pursuant to the provisions of the federal Meat | 0019| Inspection Act and the federal Wholesome Meat Act, New Mexico | 0020| and other states may only ship meat products intrastate; and | 0021| WHEREAS, the business interests of small meat packers and | 0022| meat processors are hindered by those federal laws, and their | 0023| business interests are further hindered by the dominant | 0024| presence of three major meat packers who control eighty percent | 0025| of the meat products retailed to consumers in New Mexico; and | 0001| WHEREAS, New Mexico is not allowed to ship its meat | 0002| products interstate and to the United States of Mexico even | 0003| though state meat inspection standards are just as stringent as | 0004| federal meat inspection standards; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that it strongly encourage the United | 0007| States congress to enact legislation authorizing the shipment | 0008| of New Mexico meat products to other states and the United | 0009| States of Mexico; and | 0010| BE IT FURTHER RESOLVED that copies of this memorial be | 0011| transmitted to the New Mexico congressional delegation. | 0012|  State of New Mexico | 0013| House of Representatives | 0014| | 0015| FORTY-THIRD LEGISLATURE | 0016| FIRST SESSION, 1997 | 0017| | 0018| | 0019| March 11, 1997 | 0020| | 0021| | 0022| Mr. Speaker: | 0023| | 0024| Your AGRICULTURE AND WATER RESOURCES COMMITTEE, | 0025| to whom has been referred | 0001| | 0002| HOUSE JOINT MEMORIAL 79 | 0003| | 0004| has had it under consideration and reports same with | 0005| recommendation that it DO PASS. | 0006| | 0007| Respectfully submitted, | 0008| | 0009| | 0010| | 0011| | 0012| | 0013| G.
