VIGIL | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO STUDY | 0012| THE FEASIBILITY OF INCLUDING A COST-OF-LIVING ADJUSTMENT FACTOR | 0013| IN THE PUBLIC SCHOOL FUNDING FORMULA. | 0014| | 0015| WHEREAS, the concept of a cost-of-living factor in the | 0016| distribution of public school funds is not new among state | 0017| school funding systems, and six states currently adjust for | 0018| cost differentials in their school districts; and | 0019| WHEREAS, living costs vary throughout New Mexico because | 0020| New Mexico's eighty-nine school districts are located in | 0021| isolated rural settings, populous urban communities and small- | 0022| to medium-sized communities throughout the state; and | 0023| WHEREAS, numerous models can be devised to evaluate the | 0024| cost of living in various communities; and | 0025| WHEREAS, there are no available cost-of-living data for | 0001| the state's eighty-nine school districts that would allow the | 0002| easy calculation of an objective, verifiable factor for | 0003| incorporation into the public school funding formula; and | 0004| WHEREAS, many people believe that the cost of living in a | 0005| community can be a barrier to attracting, hiring and retaining | 0006| quality teachers, thus creating a major obstacle to providing | 0007| students a high quality education; and | 0008| WHEREAS, the effect of providing a cost-of-living factor | 0009| in some urban areas may make it difficult to attract and retain | 0010| teachers in rural isolated areas because high-cost-of-living | 0011| areas can pay higher salaries and offer amenities to their | 0012| teachers and other school personnel; and | 0013| WHEREAS, other variables that exist, such as the | 0014| availability of medical and other services, desirability of | 0015| location and conditions of employment, affect a district's | 0016| ability to attract and retain quality personnel; | 0017| NOW, THEREFORE, BE IT RESOLVED THAT THE LEGISLATURE OF THE | 0018| STATE OF NEW MEXICO request the legislative education study | 0019| committee, in cooperation with the state department of public | 0020| education and school districts, to perform or contract for a | 0021| comprehensive study to determine the relationship between | 0022| higher living costs and the specific costs of education; to | 0023| examine the various issues and costs that affect a school | 0024| district's ability to attract and retain quality teachers and | 0025| school personnel; to determine if there are cost-of-living | 0001| differences that result in differences in a district's | 0002| resources to educate its students; to establish a database | 0003| comparing school district expenditures and to conduct a cost | 0004| survey that includes questions about food, consumer durables, | 0005| medical costs, insurance, housing and other variables relative | 0006| to all geographic areas in the state that may provide | 0007| information to determine living costs; and | 0008| BE IT FURTHER RESOLVED that the study examine the ways in | 0009| which such data can be collected and updated on a regular basis | 0010| and the costs associated with such collection; and | 0011| BE IT FURTHER RESOLVED that the study be completed by | 0012| November 1, 1997 and that the legislative education study | 0013| committee submit its report and recommendations to the second | 0014| session of the forty-third legislature; and | 0015| BE IT FURTHER RESOLVED that a copy of this memorial be | 0016| transmitted to the director of the legislative education study | 0017| committee staff for appropriate distribution. | 0018|  State of New Mexico | 0019| House of Representatives | 0020| | 0021| FORTY-THIRD LEGISLATURE | 0022| FIRST SESSION, 1997 | 0023| | 0024| | 0025| March 14, 1997 | 0001| | 0002| | 0003| Mr. Speaker: | 0004| | 0005| Your EDUCATION COMMITTEE, to whom has been referred | 0006| | 0007| HOUSE JOINT MEMORIAL 87 | 0008| | 0009| has had it under consideration and reports same with | 0010| recommendation that it DO PASS, and thence referred to the | 0011| APPROPRIATIONS AND FINANCE COMMITTEE. | 0012| | 0013| Respectfully submitted, | 0014| | 0015| | 0016| | 0017| | 0018| | 0019| Samuel F.
