WRIGHT | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO STUDY | 0012| THE BENEFITS OF MULTITRACK, YEAR-ROUND EDUCATION. | 0013| | 0014| WHEREAS, a multitrack, year-round school is defined as one | 0015| that operates on at least three tracks, with one track not in | 0016| attendance while the other tracks are in attendance, and one in | 0017| which the operation of the school has increased the enrollment | 0018| capacity of the school; and | 0019| WHEREAS, multitrack, year-round education provides | 0020| calendar, curricula and family options that fit changing | 0021| lifestyles, work patterns and community involvement for large | 0022| segments of the population; and | 0023| WHEREAS, instituting multitrack, year-round education is | 0024| one way to reduce overcrowding in school districts; and | 0025| WHEREAS, research indicates that limited-English- | 0001| proficient students benefit from year-round education because | 0002| students demonstrably retain more information under a system of | 0003| shorter, more frequent breaks in the school year than they do | 0004| by being out of school for a three-month period during the | 0005| summer; and | 0006| WHEREAS, research indicates that disadvantaged students, | 0007| especially, lose ground during this period; and | 0008| WHEREAS, multitrack, year-round education has been | 0009| associated with capital outlay cost savings, more efficient use | 0010| of instructional materials, reduced student absenteeism, | 0011| reduced teacher absenteeism and reduction in vandalism, | 0012| burglary and graffiti; and | 0013| WHEREAS, a use of a multitrack, year-round calendar may | 0014| increase a school's census by twenty-five percent to fifty | 0015| percent; and | 0016| WHEREAS, the process used to determine the cost- | 0017| effectiveness of a multitrack, year-round education plan is | 0018| complex and problematic; | 0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0020| STATE OF NEW MEXICO that the state department of public | 0021| education, in cooperation with the legislative education study | 0022| committee, be requested to study the benefits of multitrack, | 0023| year-round education; and | 0024| BE IT FURTHER RESOLVED that the study include whether the | 0025| costs of operating a multitrack, year-round calendar are more | 0001| than those of operating schools on a traditional calendar and, | 0002| if so, whether the additional costs warrant the institution of | 0003| a weighting factor in the public school funding formula; and | 0004| BE IT FURTHER RESOLVED that the study and recommendations | 0005| be reported to the legislative education study committee by | 0006| November 1, 1997; and | 0007| BE IT FURTHER RESOLVED that a copy of this memorial be | 0008| transmitted to the superintendent of public instruction and the | 0009| director of the legislative education study committee staff for | 0010| appropriate distribution. | 0011|  State of New Mexico | 0012| House of Representatives | 0013| | 0014| FORTY-THIRD LEGISLATURE | 0015| FIRST SESSION, 1997 | 0016| | 0017| | 0018| March 19, 1997 | 0019| | 0020| | 0021| Mr. Speaker: | 0022| | 0023| Your EDUCATION COMMITTEE, to whom has been referred | 0024| | 0025| HOUSE JOINT MEMORIAL 97 | 0001| | 0002| has had it under consideration and reports same with | 0003| recommendation that it DO PASS. | 0004| | 0005| Respectfully submitted, | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| Samuel F.
