0011|     REQUESTING THAT THE BERNALILLO COUNTY COMMISSION AND THE
    |
0012|     BERNALILLO COUNTY HOUSING AUTHORITY MAKE EVERY EFFORT TO
    |
0013|     ESTABLISH THE ATRISCO AND ARMIJO HOUSING AND URBAN DEVELOPMENT
    |
0014|     PROJECTS AND FUTURE SECTION 8 PROJECTS IN AREAS WHERE FEDERAL
    |
0015|     GUIDELINES ARE NOT VIOLATED.
    |

    |
0017|          WHEREAS, Bernalillo county has a high concentration of
    |
0018|     low-income subsidized Section 8 recipients in the Atrisco,
    |
0019|     Armijo and Five Points areas of the South Valley; and

    |
0020|          WHEREAS, the Atrisco, Armijo and Five Points areas of the
    |
0021|     South Valley also have the highest concentration of native New
    |
0022|     Mexican Hispanic residents in the entire metropolitan area of
    |
0023|     Albuquerque; and
    |
0024|          WHEREAS, most of the residents of Atrisco, Armijo and Five
    |
0025|     Points have roots in New Mexico that span four hundred years;
    |
0001|     and
    |
0002|          WHEREAS, in the past year, the Bernalillo county housing
    |
0003|     authority and Bernalillo county commission have approved two
    |
0004|     housing and urban development (HUD) funded Section 8 projects
    |
0005|     in the Atrisco and Armijo areas of the South Valley; and
    |
0006|          WHEREAS, these two HUD projects are counter to federal
    |
0007|     guidelines which discourage building of federal low-income
    |
0008|     subsidized housing in communities with predominantly minority
    |
0009|     populations; and
    |
0010|          WHEREAS, the placing of these two HUD-funded projects in
    |
0011|     Atrisco and Armijo further saturates an area already high in
    |
0012|     existing low-income subsidized Section 8 units and further
    |
0013|     saturates an area with excessive low-income population;
    |
0014|          NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
    |
0015|     REPRESENTATIVES OF THE STATE OF NEW MEXICO that the Bernalillo
    |
0016|     county commission and Bernalillo county housing authority be
    |
0017|     requested to make every effort to establish the Atrisco and
    |
0018|     Armijo HUD projects and future HUD Section 8 projects in areas
    |
0019|     where federal guidelines are not violated; and
    |
0020|          BE IT FURTHER RESOLVED that the Bernalillo county
    |
0021|     commission and Bernalillo county housing authority be requested
    |
0022|     to truly integrate low-income Section 8 recipients with
    |
0023|     mainstream populations and not cluster these people in already
    |
0024|     existing saturated low-income areas; and
    |
0025|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0001|     transmitted to the Bernalillo county commission and the
    |
0002|     Bernalillo county housing authority.
