0011|     REQUESTING THE STATE ENGINEER TO CONDUCT A STUDY AND PREPARE A
    |
0012|     REPORT ON INTERBASIN WATER RIGHTS TRANSFERS.

0014|          WHEREAS, competing demands for the state's limited water
    |
0015|     resources are increasing for industrial, municipal,
    |
0016|     agricultural and other uses; and
    |
0017|          WHEREAS, development of the state's existing water
    |
0018|     supplies has reached varying stages in the different
    |
0019|     underground water basins and surface water drainage basins; and
    |
0020|          WHEREAS, neither the law nor the policy of this state
    |
0021|     establishes a preference for development of water resources in
    |
0022|     one area rather than any other area in this state; and
    |
0023|          WHEREAS, the extent to which interbasin transfers of water
    |
0024|     and water rights are occurring and the effects of these
    |
0025|     transfers are matters that should be carefully examined,
    |
0001|     considered and evaluated; 
    |
0002|          NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
    |
0003|     REPRESENTATIVES OF THE STATE OF NEW MEXICO that the state
    |
0004|     engineer be requested to study the extent to which interbasin
    |
0005|     transfers of water and water rights are currently taking place;
    |
0006|     and
    |
0007|          BE IT FURTHER RESOLVED that in conducting the study the
    |
0008|     state engineer be requested to determine the amount of water
    |
0009|     and water rights involved in interbasin transfers, the uses to
    |
0010|     which such water and water rights are put and the effect of
    |
0011|     such transfers on water resource planning in both the move-from
    |
0012|     and the move-to basins; and
    |
0013|          BE IT FURTHER RESOLVED that the state engineer be
    |
0014|     requested to deliver a report on this study to the interim
    |
0015|     integrated water and resource planning committee before
    |
0016|     December 1, 1997; and 
    |
0017|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0018|     transmitted to the state engineer.
