GETTY | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| DECLARING THE FIRST MONDAY AFTER THE CHRISTMAS HOLIDAY SCHOOL | 0012| VACATION AS "SCHOOL IS COOL DAY". | 0013| | 0014| WHEREAS, in New Mexico in grades one through six, public | 0015| school children spend nine hundred ninety hours per year at | 0016| school, and in grades seven through twelve, they spend one | 0017| thousand eighty hours per year in school; and | 0018| WHEREAS, one of the biggest insults in public schools in | 0019| the United States is to call a child a "school boy" or a | 0020| "school girl"; and | 0021| WHEREAS, education makes up the largest portion of the | 0022| state's budget, and education needs are the number one priority | 0023| for both political parties; and | 0024| WHEREAS, the legislature has worked to increase the | 0025| state's education budget in the hopes of reducing the growing | 0001| dropout rate; and | 0002| WHEREAS, not only is a change in funding needed in our | 0003| schools, but also a change in attitude; and | 0004| WHEREAS, parents of school children need to be reminded | 0005| not to brag about how poorly they did in school; and | 0006| WHEREAS, in addition to looking at ways to reduce class | 0007| size and building more schools to accommodate the fact that New | 0008| Mexico's school enrollment has grown by fifty thousand children | 0009| in the past ten years, we have to address ways to celebrate the | 0010| exchange of knowledge and the passing on of information that | 0011| fill the days of our school children and teachers; and | 0012| WHEREAS, investing in New Mexico's future also means | 0013| investing in the well-being of our school children, which | 0014| includes assuring them the attention and good energy they | 0015| deserve; and | 0016| WHEREAS, school children know how to have a good time | 0017| outside of school and it's high time they took their good | 0018| spirits with them behind school walls; and | 0019| WHEREAS, no matter how we spend our days, it's always a | 0020| good idea to spend time in healthy exchange, laughter and | 0021| frolic; | 0022| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0023| REPRESENTATIVES OF THE STATE OF NEW MEXICO that the first | 0024| Monday after the Christmas holiday school vacation be declared | 0025| "school is cool day"; and | 0001| BE IT FURTHER RESOLVED that buttons, bumper stickers and | 0002| signs be created to commemorate "school is cool day"; and | 0003| BE IT FURTHER RESOLVED that copies of this memorial be | 0004| transmitted to the superintendent of public instruction and the | 0005| superintendents of each school district in New Mexico. | 0006|  | 0007| State of New Mexico | 0008| House of Representatives | 0009| | 0010| FORTY-THIRD LEGISLATURE | 0011| FIRST SESSION, 1997 | 0012| | 0013| | 0014| March 14, 1997 | 0015| | 0016| | 0017| Mr. Speaker: | 0018| | 0019| Your EDUCATION COMMITTEE, to whom has been referred | 0020| | 0021| HOUSE MEMORIAL 17 | 0022| | 0023| has had it under consideration and reports same with | 0024| recommendation that it DO PASS, amended as follows: | 0025| | 0001| 1.
