0001| HOUSE MEMORIAL 27 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| BEN LUJAN | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| ENCOURAGING PREVENTIVE FIRST-HAND EXPOSURE TO THE CRIMINAL | 0012| JUSTICE SYSTEM FOR ALL MIDDLE AND JUNIOR HIGH SCHOOL STUDENTS. | 0013| | 0014| WHEREAS, juvenile crime is the fastest-growing segment of | 0015| all criminal activity in the United States and in New Mexico; | 0016| and | 0017| WHEREAS, the number of juveniles involved in gangs or gang | 0018| activity has steadily increased over the last decade and shows | 0019| no sign of declining in the near future; and | 0020| WHEREAS, the most effective solution to any problem is to | 0021| avert it; and | 0022| WHEREAS, our educational institutions, particularly those | 0023| that deal with children in the vulnerable years between ten and | 0024| fifteen years of age, have a responsibility to impress upon | 0025| their students the possible consequences of criminal or | 0001| antisocial activity; | 0002| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0003| REPRESENTATIVES OF THE STATE OF NEW MEXICO that all middle and | 0004| junior high school administrators and those involved in | 0005| supervising activities that transport students on field trips | 0006| to governmental and other institutions be encouraged to include | 0007| in such out-of-school activities visits to juvenile and adult | 0008| correction facilities and attendance at sentencing proceedings | 0009| in various state courts; and | 0010| BE IT FURTHER RESOLVED that police officers, juvenile | 0011| probation and parole officers and other corrections officials | 0012| be encouraged to visit public schools, especially middle and | 0013| junior high schools, to help instill in our youth a healthy | 0014| respect for those institutions, the law and for the need for | 0015| following rules in a civilized society; and | 0016| BE IT FURTHER RESOLVED that a copy of this memorial be | 0017| transmitted to every public middle and junior high school | 0018| administration in the state and to the secretary of public | 0019| safety for distribution to all appropriate personnel and to the | 0020| administrative office of the courts for appropriate | 0021| distribution. | 0022|  |
