0011|     REQUESTING THE UNITED STATES FOREST SERVICE TO RECOGNIZE FOREST
    |
0012|     SERVICE ROAD 268 AND THE CORRIDOR FROM VALLE GRANDE TO THE RIO
    |
0013|     GRANDE VALLEY AS A HISTORIC TRAIL.

0015|          WHEREAS, the corridor encompassing Del Norte canyon, Medio
    |
0016|     Dia canyon and Bland canyon and the general trace of forest
    |
0017|     service road 268 connecting the Valle Grande with the Rio
    |
0018|     Grande valley has been used for centuries by tribal groups and
    |
0019|     individuals in their travels and early territorial settlers,
    |
0020|     traders and entrepreneurs; and
    |
0021|          WHEREAS, the Bland road route, as that route is called,
    |
0022|     has a long and inspiring history worthy of preservation so that
    |
0023|     future generations will be aware of the significance and
    |
0024|     importance of this route; and
    |
0025|          WHEREAS, the Keres, Tewa and Towa people of nearby pueblos
    |
0001|     and the people of other tribal communities throughout the land
    |
0002|     traveled this route to hunt, trade, pasture animals, collect
    |
0003|     firewood, harvest timber for vigas and latillas for their
    |
0004|     buildings and visit sacred sites along the trail; and 
    |
0005|          WHEREAS, territorial settlers also visited sites in the
    |
0006|     Jemez mountains along the route for the same purposes; and
    |
0007|          WHEREAS, historic Spanish settlers such as the Baca and
    |
0008|     C'de Baca families of the Rio Grande valley, the Pino and the
    |
0009|     Ortiz y Pino families of La Cienega and Galisteo traveled the
    |
0010|     route from the Valle Grande to the Rio Grande valley or the
    |
0011|     Galisteo basin, for the transhumance of sheep, cattle and
    |
0012|     horses, moving that domestic stock from winter to summer
    |
0013|     pastures; and
    |
0014|          WHEREAS, this route was also used to haul wool from the
    |
0015|     Baca location to shipping points in Thornton, later known as
    |
0016|     the rail head at Domingo, east of the Santo Domingo pueblo; the
    |
0017|     wool being shipped on horse-drawn wagons and in later years and
    |
0018|     in the early 1900s the wool was transported by the Rio Truck
    |
0019|     fleet of the Baca family in the early 1900s; and
    |
0020|          WHEREAS, traders, cowboys, prospectors and entrepreneurs
    |
0021|     have used the route for cattle drives, lumber extraction, gold
    |
0022|     and silver exploration, as well as mining from the historic
    |
0023|     Bland mines; and more recently to transport extracted pumice by
    |
0024|     small trucks to the rail head at Domingo; and
    |
0025|          WHEREAS, the route permits access to the newly created
    |
0001|     Jemez national recreation area created through the efforts of
    |
0002|     former Congressman Bill Richardson; 
    |
0003|          NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
    |
0004|     REPRESENTATIVES OF THE STATE OF NEW MEXICO that the Bland road
    |
0005|     route, including the corridor through the Del Norte canyon,
    |
0006|     Medio Dia canyon and Bland canyon and the general trace of
    |
0007|     forest service road 268 connecting the Valle Grande with the
    |
0008|     Rio Grande valley, be recognized as a historic and culturally
    |
0009|     significant route; and
    |
0010|          BE IT FURTHER RESOLVED that the Bland road route and its
    |
0011|     history be preserved and identified so that present-day
    |
0012|     travelers will become aware of the rich history of this route
    |
0013|     as it continues to serve its traditional purposes and as
    |
0014|     gateway to the newly created recreational area know as the
    |
0015|     Jemez national recreation area; and 
    |
0016|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0017|     transmitted to the United States forest service and the
    |
0018|     supervisor of the Jemez national recreation area.
