0011|     REQUESTING THE DEPARTMENT OF HEALTH TO CONDUCT FURTHER REVIEW

0012|     ON AND DEVELOP STANDARDS FOR THE GEOGRAPHIC AVAILABILITY AND
    |
0013|     SERVICE AREA CAPACITY OF BEHAVIORAL HEALTH SERVICES.

0015|          WHEREAS, access to behavioral health services is a
    |
0016|     priority of New Mexico; and
    |
0017|          WHEREAS, under a medicaid managed care plan, reasonable
    |
0018|     geographic access to behavioral health services should be
    |
0019|     assured; and
    |
0020|          WHEREAS, few national or industry standards are available
    |
0021|     regarding adequate geographic availability of providers of
    |
0022|     behavioral health services or capacity of service areas to meet
    |
0023|     behavioral health needs; and
    |
0024|          WHEREAS, quality standards for behavioral health services
    |
0025|     that do exist vary widely, with no apparent rationale for
    |
0001|     variations such as differing levels of need or unique
    |
0002|     behavioral health risk factors; and
    |
0003|          WHEREAS, there is disagreement on the equivalency of
    |
0004|     training of different types of health professionals and their
    |
0005|     abilities to provide behavioral health services;
    |
0006|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0007|     STATE OF NEW MEXICO that the department of health cooperate
    |
0008|     with the medicaid division of the human services department,
    |
0009|     the department of insurance, behavioral health professionals,
    |
0010|     advocates and consumers to review standards for geographic
    |
0011|     access and availability, service area capacity and training of
    |
0012|     health professionals who provide behavioral health services;
    |
0013|     and
    |
0014|          BE IT FURTHER RESOLVED that the department of health
    |
0015|     prepare a report proposing or adopting standards for geographic
    |
0016|     access to behavioral health services; and
    |
0017|          BE IT FURTHER RESOLVED that this report be presented to
    |
0018|     the appropriate legislative interim committee by September 1,
    |
0019|     1997; and
    |
0020|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0021|     sent to the secretary of health, the secretary of human
    |
0022|     services and the superintendent of insurance.
