0001| SENATE JOINT MEMORIAL 9 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| LEONARD TSOSIE | 0005| | 0006| | 0007| | 0008| FOR THE INDIAN AFFAIRS COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| ENCOURAGING THE INTEGRATION OF PROGRAMMING FOR NATIVE AMERICAN | 0012| STUDENTS AT THE UNIVERSITY OF NEW MEXICO. | 0013| | 0014| WHEREAS, Native American students have the highest dropout | 0015| rate of all categories of students in post-secondary schools; | 0016| and | 0017| WHEREAS, the university of New Mexico is the four-year | 0018| university in the state with the largest enrollment of Native | 0019| American students, most being Navajo; and | 0020| WHEREAS, to be successful at retaining Native American | 0021| students at the university level, the university system must | 0022| advocate a student-centered educational environment; and | 0023| WHEREAS, easy access to all available programs as well as | 0024| to faculty and resources must be encouraged so that students | 0025| can get needed assistance and accomplish their studies in an | 0001| environment that encourages questioning, supports diversity and | 0002| aids in a sense of belonging; and | 0003| WHEREAS, at the university of New Mexico, existing | 0004| programs for Native American students include Native American | 0005| studies, American Indian student services and the Native | 0006| American program at the college of engineering, all being | 0007| members of the Native American programs alliance; and | 0008| WHEREAS, other university programs also involved in Native | 0009| American education are the college enrichment program and the | 0010| center for academic program support; and | 0011| WHEREAS, although there is duplication of efforts in | 0012| several of these programs, it is necessary to keep in mind that | 0013| retention efforts will be more successful the more integrated | 0014| the programs for Native American students can be; and | 0015| WHEREAS, fragmenting Native American programs will only | 0016| serve to fragment the education received by Native American | 0017| students and discourage them from staying in school; and | 0018| WHEREAS, the current Native American studies program | 0019| provides a central location where students can work, including | 0020| a computer "pod", a resource library and tutoring services for | 0021| both the undergraduate and graduate student population; and | 0022| WHEREAS, currently, Native American studies and American | 0023| Indian student services are housed in the same building, making | 0024| access to tutoring, research and computer services as well as | 0025| academic advisement and support services close at hand; and | 0001| WHEREAS, ultimately, the goal for the Native American | 0002| programs at the university of New Mexico should be to have a | 0003| Native American studies department, which would offer both | 0004| undergraduate and graduate degrees; and | 0005| WHEREAS, until that time, the Native American programs | 0006| alliance serves to enhance American Indian student support, | 0007| improve retention and recruitment and provide leadership in all | 0008| these areas; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that in any future reorganization efforts | 0011| at the university of New Mexico, the administration seriously | 0012| consider the negative effects of further fragmenting Native | 0013| American programming at the university; and | 0014| BE IT FURTHER RESOLVED that all efforts be made to | 0015| integrate and unify programs to the benefit of Native American | 0016| students, providing the best access and possibility for | 0017| networking among students possible; and | 0018| BE IT FURTHER RESOLVED that in any changes that are made, | 0019| efforts to retain Native American students be kept foremost in | 0020| mind, as well as the tandem need to continue to create an | 0021| environment for students that is student centered;
