  Mr. Speaker:
  
       Your AGRICULTURE AND WATER RESOURCES COMMITTEE,
  to whom has been referred
  
                   SENATE JOINT MEMORIAL 11
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 2, line 18, strike ", at a minimum," and insert in
  lieu thereof "develop an estimate of the cost to".
  
       2.  On page 3, between lines 4 and 5, insert the following:
  
       "BE IT FURTHER RESOLVED that the state engineer report to the
  appropriate legislative interim committee prior to the second
  session of the forty-third legislature regarding the agency's
  progress in compiling the needs assessment called for in this
  memorial; and".,
       
  and thence referred to the ENERGY AND NATURAL RESOURCES
  COMMITTEE.
