0001| SENATE JOINT MEMORIAL 22 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| SHANNON ROBINSON | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION BE | 0012| REQUESTED TO STUDY THE ADMINISTRATIVE STRUCTURE, FUNDING | 0013| STREAMS, PROGRAM DELIVERY AND DATA COLLECTION METHODS OF ADULT | 0014| BASIC EDUCATION PROGRAMS. | 0015| | 0016| WHEREAS, New Mexico's adult basic education programs are | 0017| important for addressing the state's illiteracy problems; and | 0018| WHEREAS, New Mexico's adult basic education programs serve | 0019| almost thirty-seven thousand of our citizens, but the estimated | 0020| need is in excess of two hundred seventy thousand; and | 0021| WHEREAS, New Mexico's adult basic education classes are | 0022| offered primarily through the state's system of community | 0023| colleges at two hundred sixty-six sites statewide, but there | 0024| still remains unequal access to rural populations; and | 0025| WHEREAS, New Mexico's adult basic education program is | 0001| expected to play an increasing role in the transition of our | 0002| citizens from welfare and the transition of special needs | 0003| students into the workplace or post-secondary education, | 0004| creating additional demands on services; and | 0005| WHEREAS, a new, more equitable funding formula for | 0006| distribution has been developed as a result of the adult basic | 0007| education working group, comprised of institutional fiscal | 0008| agents, but state dollars may not be available for full | 0009| implementation; and | 0010| WHEREAS, the continued success of New Mexico's adult basic | 0011| education program is linked to program expansion, instructional | 0012| and program innovations, development of measurable and | 0013| meaningful outcomes, strong working relationships with other | 0014| agencies that serve adult basic education clients and increased | 0015| meaningful linkages with employers; | 0016| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0017| STATE OF NEW MEXICO that the state department of public | 0018| education be requested to study the administrative structure, | 0019| funding streams, program delivery and data collection methods | 0020| of the adult basic education program with participation of the | 0021| commission on higher education, community colleges and other | 0022| administrative sites and other agencies involved in the | 0023| administration of adult basic education and literacy programs; | 0024| and | 0025| BE IT FURTHER RESOLVED that the state department of public | 0001| education make recommendations about expanded service, serving | 0002| needs of rural and special populations, increased instructional | 0003| quality, development of data collection strategies and | 0004| accountability measures, efficient management and coordination | 0005| of services and identification of funding support and needs and | 0006| report to the appropriate interim committee of the legislature | 0007| by December 1, 1997;
