0001| SENATE JOINT MEMORIAL 54 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| DEDE FELDMAN | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE DEPARTMENT OF ENVIRONMENT TO STUDY FUNDS | 0012| CURRENTLY AVAILABLE FOR COUNTY AND MUNICIPAL LANDFILLS AND THE | 0013| LOCATION AND CONDITION OF EXISTING LANDFILLS. | 0014| | 0015| WHEREAS, the operation of solid waste landfills is one of | 0016| the most critical environmental issues facing local government | 0017| today; and | 0018| WHEREAS, the ability to plan, develop and finance | 0019| landfills varies greatly from county to county; and | 0020| WHEREAS, an inventory of local governments' need for new | 0021| landfills and the feasibility of expanding the capacity of | 0022| existing landfills would benefit the planning and development | 0023| of landfills that meet the department of environment's mandate; | 0024| and | 0025| WHEREAS, the department of environment receives funding | 0001| for the purpose of assisting local governments; and | 0002| WHEREAS, the department of environment has accumulated | 0003| revenue from this funding; | 0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0005| STATE OF NEW MEXICO that the department of environment be | 0006| requested to study and report to the legislative interim | 0007| revenue stabilization and tax policy committee by October 31, | 0008| 1997 concerning local and state funds currently available for | 0009| county and municipal landfills and on the location and | 0010| condition of each existing landfill in each county; and | 0011| BE IT FURTHER RESOLVED that copies of this memorial be | 0012| transmitted to the secretary of environment and the chairman of | 0013| the legislative interim revenue stabilization and tax policy | 0014| committee. | 0015|  | 0016| | 0017| FORTY-THIRD LEGISLATURE SJM 54/a | 0018| FIRST SESSION, 1997 | 0019| | 0020| | 0021| March 14, 1997 | 0022| | 0023| Mr. President: | 0024| | 0025| Your CONSERVATION COMMITTEE, to whom has been referred | 0001| | 0002| SENATE JOINT MEMORIAL 54 | 0003| | 0004| has had it under consideration and reports same with | 0005| recommendation that it DO PASS, amended as follows: | 0006| | 0007| 1.
