ARAGON | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE | 0012| APPROPRIATE INTERIM LEGISLATIVE COMMITTEE TO STUDY THE | 0013| FEASIBILITY AND ADVISABILITY OF ESTABLISHING MULTIPARTY | 0014| NOMINATIONS FOR ELECTIONS. | 0015| | 0016| WHEREAS, nine states have election codes that provide for | 0017| candidates for elective office to be nominated by more than one | 0018| party; and | 0019| WHEREAS, the eighth circuit court of appeals has struck | 0020| down laws in five additional states that prohibited multiparty | 0021| nominations; and | 0022| WHEREAS, multiparty nominations allow smaller parties to | 0023| have a greater presence in elections than might otherwise be | 0024| the case; and | 0025| WHEREAS, multiparty nominations allow major parties the | 0001| option of accepting nonmembers into their primary election | 0002| process; and | 0003| WHEREAS, candidates who receive multiple party nominations | 0004| may appear more than once on the ballot; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the New Mexico legislative council be | 0007| requested to direct the appropriate interim committee of the | 0008| legislature to study the potential benefits and consequences of | 0009| amending the Election Code to allow multiparty nominations; and | 0010| BE IT FURTHER RESOLVED that the appropriate committee | 0011| report its findings and recommendations to the second session | 0012| of the forty-third legislature; and | 0013| BE IT FURTHER RESOLVED that copies of this memorial be | 0014| transmitted to the members of the New Mexico legislative | 0015| council. | 0016|  |
