0011|     REQUESTING A STUDY OF THE VARIOUS BOARD AND COMMISSION

0012|     FUNCTIONS AND OPERATIONS.

0014|          WHEREAS, the administration believes certain areas of
    |
0015|     licensing board and commission administrative functions should
    |
0016|     return to the boards or commissions while their licensing,
    |
0017|     discipline and other substantive functions should remain under
    |
0018|     state oversight; and
    |
0019|          WHEREAS, there have been consistent objections to the
    |
0020|     transfer of those administrative functions from certain
    |
0021|     licensing boards and commissions; and
    |
0022|          WHEREAS, conflicting views have resulted in a patchwork of
    |
0023|     state statutes and regulations concerning governance of the
    |
0024|     licensing boards or commissions;
    |
0025|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0001|     STATE OF NEW MEXICO that a committee be created to study these
    |
0002|     issues; and
    |
0003|          BE IT FURTHER RESOLVED that the make-up of the committee
    |
0004|     involve the selection by the superintendent of regulation and
    |
0005|     licensing of board and commission members representing small,
    |
0006|     medium and large boards and commissions to assure equitable
    |
0007|     representation, three members of the house of representatives
    |
0008|     appointed by the speaker of the house and three members of the
    |
0009|     senate appointed by the president pro tempore of the senate;
    |
0010|     and
    |
0011|          BE IT FURTHER RESOLVED that this committee meet and report
    |
0012|     its findings and recommendations regarding possible changes to
    |
0013|     the functions and operations affecting boards and commissions
    |
0014|     under the regulation and licensing department to the second
    |
0015|     session of the forty-third legislature; and
    |
0016|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0017|     transmitted to the superintendent of regulation and licensing,
    |
0018|     to the board chairman of each of the twenty-seven boards under
    |
0019|     the regulation and licensing department, to the speaker of the
    |
0020|     house of representatives and to the president pro tempore of
    |
0021|     the senate.
