0010| A JOINT MEMORIAL
0011| REQUESTING THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO STUDY
0012| THE POTENTIAL FOR THE USE OF HORSES IN THE THERAPY AND CARE OF
0013| CHILDREN FROM ABUSIVE FAMILIES.
0014|
0015| WHEREAS, child victims of abuse have been so traumatized
0016| that reinitiating social relations and reentering the world of
0017| relatively normal human relationships is very difficult and
0018| fear inducing; and
0019| WHEREAS, animal therapy has been demonstrated to offer
0020| positive effects on abused children, lessening the immediate
0021| trauma; and
0022| WHEREAS, a study of children in the battered families
0023| facility in Clovis, New Mexico has shown that nine years of
0024| experience with the Hebron Arabians has helped children
0025| involved in the program refocus their emotional experiences
0001| away from the traumatic to the healing afforded by animal
0002|     therapy;
0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
0004| STATE OF NEW MEXICO that the children, youth and families
0005| department be requested to study the potential for using horses
0006| to help children who have been victimized by abuse to
0007| recuperate from their emotional experiences and reintegrate
0008| with society; and
0009| BE IT FURTHER RESOLVED that the children, youth and
0010| families department report its findings and recommendations to
0011| the appropriate interim legislative committee by December 1,
0012| 1997; and
0013| BE IT FURTHER RESOLVED that a copy of this memorial be
0014| transmitted to the secretary of children, youth and families.
