0011|     REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE

0012|     APPROPRIATE INTERIM LEGISLATIVE COMMITTEE TO STUDY AND REVIEW
    |
0013|     ISSUES RELATED TO MANAGED CARE IN NEW MEXICO.
    |

0015|          WHEREAS, managed care is a system of financing and
    |
0016|     delivering health care using a network of selected health care
    |
0017|     and service providers; and
    |
0018|          WHEREAS, there is insufficient data to prove that managed
    |
0019|     care will reduce health, behavioral health or other service and
    |
0020|     program costs; and
    |
0021|          WHEREAS, there is little data to prove that managed care
    |
0022|     can produce improved health care outcomes, particularly in the
    |
0023|     areas of behavioral health, developmental disabilities and
    |
0024|     long-term care services; and
    |
0025|          WHEREAS, the human services department plans to contract
    |
0001|     with managed care organizations for delivering health care
    |
0002|     services to medicaid recipients; and
    |
0003|          WHEREAS, most New Mexicans who depend on medicaid for
    |
0004|     their health care are poor, elderly, adults and children with
    |
0005|     disabilities, pregnant women, adults and children with severe
    |
0006|     chronic health conditions and income-eligible adults and
    |
0007|     children with a need for mental health, substance abuse,
    |
0008|     developmental disability and long-term care, and these are
    |
0009|     vulnerable populations with few alternative resources; and
    |
0010|          WHEREAS, New Mexicans who are provided with private health
    |
0011|     insurance through their employers or other means are
    |
0012|     increasingly being moved into managed care plans; and
    |
0013|          WHEREAS, the state has collected little data about managed
    |
0014|     care as it related to access, cost-effectiveness, quality,
    |
0015|     outcomes and the impact on recipients and on the state's
    |
0016|     primary care providers, community-based programs or the public
    |
0017|     education system;
    |
0018|          NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0019|     OF NEW MEXICO that the New Mexico legislative council be
    |
0020|     requested to direct the appropriate interim legislative
    |
0021|     committee to:
    |
0022|               A.  determine if managed care is a cost-effective,
    |
0023|     quality-driven system of health care delivery;
    |
0024|               B.  determine if a medicaid managed care system is
    |
0025|     the most appropriate for delivery for health care, behavioral
    |
0001|     health, developmental disability and long-term care services in
    |
0002|     New Mexico;
    |
0003|               C.  determine the costs of establishing managed care
    |
0004|     systems in New Mexico, including whether costs of administering
    |
0005|     a managed care plan diverts funding needed to provide direct
    |
0006|     care for health and community-based specialty services; and
    |
0007|               D.  oversee development and refinement of licensing,
    |
0008|     quality assurance, contracting and financial capacity standards
    |
0009|     for managed care organizations operating in the state; and
    |
0010|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0011|     sent to each member of the New Mexico legislative council.
