MALOOF | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| REQUESTING THAT CHILDPROOF SAFETY DEVICES BE DESIGNED INTO OR | 0012| REQUIRED FOR FIREARMS. | 0013| | 0014| WHEREAS, it is recognized that a firearm is a dangerous | 0015| weapon and extremely hazardous when in the possession of a | 0016| child; and | 0017| WHEREAS, the safety and protection of children is one of | 0018| the highest priorities of the state, and essential to order and | 0019| progress in society; and | 0020| WHEREAS, a child is more likely than an adult to mishandle | 0021| a firearm, with potentially fatal or grave consequences; and | 0022| WHEREAS, parents should take responsibility to ensure the | 0023| safety of their children; and | 0024| WHEREAS, a requirement that firearms be designed and | 0025| manufactured with childproof safety devices would be a major | 0001| step in guarding the safety of our children; and | 0002| WHEREAS, the design and retrofitting of existing firearms | 0003| with childproof safety devices is entirely possible if society | 0004| has the will to require this policy; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE | 0006| OF NEW MEXICO that the congress of the United States be | 0007| requested to require all manufacturers of firearms to produce | 0008| only weapons that have built-in childproof safety devices; and | 0009| BE IT FURTHER RESOLVED that these same manufacturers be | 0010| requested to design and market childproof safety devices that | 0011| can be retrofitted to firearms; and | 0012| BE IT FURTHER RESOLVED that all retailers of firearms in | 0013| New Mexico be requested to express to the firearms industry the | 0014| need for childproof safety devices to retrofit existing | 0015| firearms and for the availability from manufacturers of only | 0016| firearms that include childproof safety devices; and | 0017| BE IT FURTHER RESOLVED that a copy of this memorial be | 0018| sent to each firearms retailer in New Mexico listed with the | 0019| bureau of alcohol, tobacco and firearms of the United States | 0020| department of the treasury. | 0021|  |
