LUTZ | 0005| | 0006| | 0007| | 0008| FOR THE ELECTION CODE RECODIFICATION COMMITTEE | 0009| | 0010| A JOINT RESOLUTION | 0011| PROPOSING AN AMENDMENT TO ARTICLE 7 OF THE CONSTITUTION OF NEW | 0012| MEXICO TO STRIKE THE RESTRICTION ON WHEN LOCAL SCHOOL BOARD | 0013| ELECTIONS MAY BE HELD AND TO CLARIFY VOTER REQUIREMENTS. | 0014| | 0015| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: | 0016| Section 1. It is proposed to amend Article 7, Section 1 | 0017| of the constitution of New Mexico to read: | 0018| "Every citizen of the United States who is [over the age | 0019| of twenty-one] at least eighteen years of age and [has | 0020| resided in New Mexico twelve months, in the county ninety days | 0021| and in the precinct in which he offers to vote thirty days, | 0022| next preceding the election, except idiots, insane persons and | 0023| persons] who meets residency requirements, as provided by | 0024| law, except a person determined by a court to be mentally | 0025| incompetent or a person convicted of a felonious or infamous | 0001| crime unless restored to political rights, shall be qualified | 0002| to vote at all elections for public officers. The legislature | 0003| may enact laws providing for absentee voting by qualified | 0004| electors. [All school elections shall be held at different | 0005| times from other elections.] | 0006| The legislature shall have the power to require the | 0007| registration of the qualified electors as a requisite for | 0008| voting, and shall regulate the manner, time and places of | 0009| voting. The legislature shall enact such laws as will secure | 0010| the secrecy of the ballot, the purity of elections and guard | 0011| against the abuse of elective franchise. Not more than two | 0012| members of the board of registration, and not more than two | 0013| judges of election shall belong to the same political party at | 0014| the time of their appointment." | 0015| Section 2. The amendment proposed by this resolution | 0016| shall be submitted to the people for their approval or | 0017| rejection at the next general election or at any special | 0018| election prior to that date which may be called for that | 0019| purpose. | 0020|  |
