On page 1, line 22, before the period insert "and whose income is less than one hundred fifty percent of the official poverty guidelines published by an agency of the United States government". 3. On page 2, line 5, before "or" insert ", the taxpayer no longer meets the income criteria"., and thence referred to the FINANCE COMMITTEE.
