0011|     PROPOSING AN AMENDMENT TO ARTICLE 10 OF THE CONSTITUTION OF NEW

0012|     MEXICO TO REQUIRE A RUNOFF ELECTION IN THE CONTEST FOR MAYOR OF

0013|     THE STATE CAPITAL.

0015|     BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  It is proposed to amend Article 10 of the
    |
0017|     constitution of New Mexico by adding a new section to read:
    |
0018|          "Notwithstanding any other provision in this constitution,
    |
0019|     no candidate for mayor of an incorporated municipality having a
    |
0020|     mayor-council form of government, which municipality is the
    |
0021|     capital of the state, shall be deemed elected by a plurality of
    |
0022|     votes cast that are less than a simple majority.  In the
    |
0023|     absence of the majority, the two candidates having the largest
    |
0024|     plurality of votes shall be candidates in a runoff election."
    |
0025|          Section 2.  The amendment proposed by this resolution
    |
0001|     shall be submitted to the people for their approval or
    |
0002|     rejection at the next general election or at any special
    |
0003|     election prior to that date which may be called for that
    |
0004|     purpose.
