0011|     PROPOSING TO AMEND ARTICLE 4, SECTION 5 OF THE CONSTITUTION OF

0012|     NEW MEXICO TO REQUIRE THAT THE ANNUAL REGULAR LEGISLATIVE

0013|     SESSION BEGIN ON THE SECOND TUESDAY OF MARCH.

0015|     BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  It is proposed to amend Article 4, Section 5
    |
0017|     of the constitution of New Mexico to read:
    |
0018|               "A.  Each regular session of the legislature shall
    |
0019|     begin annually at 12:00 noon on the <s>[third Tuesday of
</s>    |
<s></s>0020| <s>    January]</s> <u>second Tuesday of March</u>.  Every regular session of
    |
0021|     the legislature convening during an odd-numbered year shall
    |
0022|     remain in session not to exceed sixty days, and every regular
    |
0023|     session of the legislature convening during an even-numbered
    |
0024|     year shall remain in session not to exceed thirty days.  No
    |
0025|     special session of the legislature shall exceed thirty days.  
    |
0001|               B.  Every regular session of the legislature
    |
0002|     convening during an even-numbered year shall consider only the
    |
0003|     following:
    |
0004|                    (1)  budgets, appropriations and revenue bills;
    |
0005|                    (2)  bills drawn pursuant to special messages
    |
0006|     of the governor; and
    |
0007|                    (3)  bills of the last previous regular session
    |
0008|     vetoed by the governor."
    |
0009|          Section 2.  The amendment proposed by this resolution
    |
0010|     shall be submitted to the people for their approval or
    |
0011|     rejection at the next general election or at any special
    |
0012|     election prior to that date which may be called for that
    |
0013|     purpose.
